Cryptic do these events because for some reason they want people to log on every day.
Account bound would still mean you have to log in every day.
But the more characters you have to run the races on 25 times, the more time you'll spend logged in.
Now I'm just speculating, but I'd not be at all surprised to find the "why" for all this is in the same category as why game companies spend more time crowing about "registered accounts" (which includes every alt, test case, throwaway "first" character, mule, and thus can show far larger numbers of "players" than an actual count of active players) than about "players currently online."
Something about presentation to potential investors, partners, or advertisers and puffing up the "what we can offer you" angle.
Having the pic account wide OR making the vessel account wide are two great ideas that rewards those players who have invested time and money on alts, regardless if some are throw away or mules.
Whether one gets their reward sooner or later will not effect another player in any shape, way, or form. It does no harm, nor does it effect anyone else's gameplay progression.
The picture here is that Cryptic's Winter Event is lacking to some degree other than everyone's attempt to gain the special prize (reference to ship). If you remove the factor of the ship, how many of you will still participate in the event?

Granted there are some niffty items the Ferengi have to offer, so many of us will STILL Grind the Winter event to obtain Winter event goods to sell on the exchange. It is also safe to say that many of us still will participate in the Winter Event to obtain ornaments for the special fleet projects or to stock up on them.
That being said, the basic premise is to capitalize on the event itself to earn more profit. F2P is the evil of gaming nowadays, it ruins them (but that's an argument for another day). case in point is that the only way to obtain lobi crystals is by buying keys, it is about the profit margin.
So there is really no Holiday spirit here, but a commercialized event ala X Mas at shopping malls.
I can't really justify yes or no on this topic, making the pictures account bound would make it easy for someone to be able to get the ship for 1 character in 5 days eliminating the goal of having people log in as much as possible but on the same token would allow those that want both ships on all of their characters to use extra pictures from the characters they have that got the ship last year to boost up the pictures on characters that didn't or weren't created back then. This, while appealing to players also removes the goal of having players use lobi (earned or bought) to close the gap.

...and in case anybody missed it, that was deliberately removed. Now feel free to guess the odds of getting PWE to add "Snowpile mining 2.0" after expending effort to remove "Snowpile Mining 1.0."
TL;DR: Don't hold your breath waiting for account-bound Q pics and/or event ships.
Cryptic certainly won't make the photos account bound, but I think they could make the unboxed ship account bound. So instead of grinding out a Breen ship on ALL toons just in case we might want it, we can just do the race only as often as we want and not have to decide right now which toon gets the ship. Same goes for the limited time free ships from missions (Obelisk and support cruiser).

Takes me 10 minutes to win the event with four toons. It might be better if they'd make the cooldown 24 hours instead of the what? 20 hours? This staggers the times when you can do it again which can be very inconvenient for people who have schedules.

There isn't any...just like there isn't any rational reason to do it outside of "I haz lotz alts, letz me getz mah prizes sooner!."
You're dealing with an online F2P game company here, trying to shoehorn "rational" into the discussion will only give you headaches.
