On my Sci toon I finally finished all the Reps and got Elite Fleet gear for him. Now I have the Fleet Nova, Wells, and the Vesta pack, andorian pack, Sci Odessey and a Temp destroyer. The only way I can contribute and keep up with the Tacs and done some nice DPS is to use the Temp Destroyer with Elite Shields and Borg Eng, Def and Romulan Plasma Weapons, 4 XII Ebmassy Plasma boosting consoles 2 Flow Cap consoles and 2 Particle Gens and 4 XII VR Plasma Tac Consoles, the 2 Romulan Boffs that boost Crit and a Plasmonic Leech and Elite Fleet Neutronium/PWR Transfer in the 2 Eng slots. I use HE1, TSS2, and Energy Syphon,

The Leech and Syphon and skill training for drain keeps all my power high and the Elite Core gives damage boost for power over 75. All of this gives me the spike and damage close to what a Tac can. My Sci abilities like SS, Subnuke, etc work well with the extremly buffed Plasma damage, sometimes I will trade off the Sci consoles for the 3 Crit boost consoles and just one Embassy Flow Cap. The trick being how you can with the Embassy consoles buff plasma more than any other energy type.

You do not need to buy an expensive ship for an effective build. Fleet nebula drain/hold build:

    http://skillplanner.stoacademy.com/?build=muirine1_4343

Single large targets like cubes and gates throw on tykens, tachyon and energy siphon and they are toothless and shieldless keeping the low hull squishy tacs from having to move around to maximize DPS and not worry about getting targeted. for crowds of targets grav well 3 to cluster them and the team concentrates on them thus cleaning out the trash 10x faster. I cannot begin to say how many times I saved the optional in ISE with just Grav well 3 and no graviton skill, but it is versatile. drain constantly and have power to spare. 4k DPS when using energy siphon and the targets die in seconds and 5k against large hull targets that last and drains get time to boost power levels so not bad DPS for a supprot ship. NOT a healer it's job is to mess up the enemies to prevent the need for a healer and does it quite well.

It's not the ship but how you setup BOFF skills and consoles to match what you want it to do and every ship can be used for different setups for different functions. As my example of a drain/crowd control support ship shows there are viable uses for any ship. :D
