At first the new fleet holding is a sink for your Dilithium, Fleet Marks and Commodities and a reason for more grind. But i hope there are some benefits.
UR Tactical consoles: the generic type consoles but percentages of the type specific consoles (doing this with the specific types would create a huge bloat of consoles on the reward vendor), with added tactical related stats.
UR kits: Different kits than the embassy, but the same concept - one level IV power and a fourth power added
Operational assets specifically for use in the Dyson sphere territory control system, probably including Voth units.
My mind boggles at somehow ALL our fleets are building one giant system-spanning sphere that has Klingon and Romulans sharing borders...

You're not. Fleets will take over a single Spire on the one Dyson Sphere being introduced in Season 8. Due to the size of the sphere, there are many many many spires.
It will make more sense when you find out more about it, but I'm not going to spoil anything else. You'll just have to wait for the Dev Blogs later in the year :P

I bet the Tac Consoles will end up being Bonus Energy type and then a bonus to, say Beams or Cannons. Specific and general at the same time. So, even more OP than before.
Ground rewards... Wouldn't mind some kits in the same vein as the Embassy stuff, but more... offensively-oriented. For instance, Enginners could get Mk XII Enemy Neutralization and have Chroniton Mines IV and get to add, say, Turret Fab. to the Kit. Tacs could get, say... Operative (it's Voth tech, and Voth have something SIMILAR to Stealth Module in the show) with Battle Strategies IV and added Photon Grenade. Scis could have Physicist with Induction Field (or Hyperonic Radiation) IV and added Stasis Field for more offensive power (or a Medic Kit with Medical Tricorder IV and added Tachyon Harmonic, since the Borg Medical Analyzer kit no longer drops - not since the STFs got remade).
...now why I am thinking this might lead to a backdrop of territorial control for portions of the Dyson Sphere? :eek:
Because they already said there would be some TC in the Sphere?
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
it could be you get access to one then as you build up the level you get access to other parts!

Safer bet is having a Directed Energy Distribution Manifold/Warhead Yield Chamber without being some so incredible stupid like a Phaser relay that also is a Directed Energy Distribution Manifold.
Another option is having it offer a bonus to skills.
Would you have said the same thing about Fleet Engineering consoles before the Mine was revealed? In which they took some of the most-used Engineering consoles and then added in half of another console?
I'm pretty sure that what we'll be getting will be type-specific energy and projectile consoles with some kind of additional effect, possibly more similar to the Science consoles than to the Engineering ones.
It will make more sense when you find out more about it, but I'm not going to spoil anything else. You'll just have to wait for the Dev Blogs later in the year :P

I'd say that's a pretty major spoiler all by itself. Cryptic must be serious about it if they're spilling the beans this soon.
I just want to know if this is something that will be beneficial for small fleets to participate in, or if it's just going to water down our resources even further?

I don't mind having a Fleet Pillar project added to the Fleet System. The only drawback to these Rep-grind systems is the number of Mission you get to earn the required Mark-types. What makes things feel grinding is the limited number of ways you can earn the Marks. Hopefully there will be more than a handful of Mission types within the Sphere to earn the required Marks.

As far as his sources check the wiki source link for upcoming. Probably an audio cast of some sort.
It does sound like a military holding, those pillars appear to be able to fire at ships and its in contested territory.
Which means it might grant new fleet ships like the Fleet Grumba and the Fleet Galaxy X.
Of course the Pillars are already thier unlike other Fleet which you build and upgrade over time. How does one upgrade a Dyson Pillar?
However this would all but put an end to NADORAC as I see it.

Its really hard to say we know so little about the Dyson Sphere and its features, purpose and so on.
I'd assume this means that each fleet effectively gets a small part of the dyson sphere to themselves (probably doesn't effect gameplay though).
