Personally, I turned off Fleet and a few other "invites" I've been in game for approximately 4 months now, and in that time, through literally dozens of random invites, only one, ONE person, EVER pm'd me to TALK to me first, before offering.
While I thanked her and politely declined her offer, IF I were to decide to join a Fleet, that person and her Fleet would get serious consideration over any others.
I hate random invites, I hate random challenges,... I am disinclined to acquiesce to any request from someone I do not know and have never spoken to at all.
That being said, the whole communication/fleet system needs revision in my opinion. It's unwieldy and clunky.
