While this is true for equipment, it is not true for ships. In order to buy a T5 ship you need to have access to a T5 military shipyard, if your fleet doesn't have this you cannot buy a T5 ship. This means dropping from your fleet, joining a fleet with T5 access then buying the ship which draws from that fleets provisions and dropping out of that fleet to rejoin your original one.

That assumes the person going in, is even in a fleet in the first place. if he/she is not then they would need to be invited in and that would use their provisions.

Sorry shipmate, you are wrong there. Fleet ships are an entirely different kettle of fish. You MUST be a member of a fleet in order to use it's shipyard. You can't rock up to a higher level fleet as a guest.

As mentioned, you need to join the fleet to buy the ships, it doesn't work like equipment.
Most fleets charge between 10 - 20 mill ECs for such invites, you *are* using one of their fleet provisions after all.

If I could give away shipyard access with a base invite, I would (hint, hint, Cryptic), but unfortunately you have to join the fleet for that.
Most fleets (and any at T5) have a probationary period for access. It ranges from 15 days and x contribs, on up. Feel free to join one, meet whatever their minimum is for promotion, buy a ship and leave.

I'm not a fan of big charges for such invites. Nevertheless, one thing you should not forget is that bringing a base to T5 and the provisions required for ships cost a substantial amount of resources and time. It's only fair that someone who just wants to get a ship bears a fair share of these costs.

This shouldn't really sour the game for you. You're in a fleet, the fleet holding progress window has displayed all the requirements in terms of which tiers of which track are required for each specific ship or module since the day starbases were added.
Also as you said yourself, it takes a lot of time and effort by a large number of people to get a starbase to tier 5, you're looking to shortcut the process by using someone else's fleet and someone else's fleet resources.
It's entirely reasonable that they will expect remuneration for this, and entirely reasonable for them to profit from the scarcity of supply; simple economics.

There are costs, often real-money costs for some people, to building a successful fleet. And then turning around and saying the prospect of paying for something you didn't put the time in to earn, "sours the game" for you, is pretty damn selfish.

I am not a newcomer. In fact I have been contributing to my fleet for over a year and they are tier 4. unfortunately despite what recruiting attempts I and others have tried, the fleet is dead and can't full fill the duty officer requirements weeks at a time. We are at 107military and unlocked tier 4 shipyard over 3 months ago.
It is absurd for you to make a claim that I am circumventing the system because I want to spend my EC and give it to another fleet for return of a ship. If it was against the system, it wouldn't be possible in the first place. I am not hurting those fleets or downplaying the achievements of those fleets by using EC to buy a ship. EC is not worthless as you are making it out to be, and a lot of fleets use that very EC to set up events and reward their own members. And it isn't your place to decide how I spend my EC, or the fleets that sell those tier 5 ships. You can have your bitter taste all you like, but because lower fleets or unfortunate fleets want access to these ships doesn't give you any right to throw insults at them because their hard work didn't pay off. I am paying them for their service. I am not trying to slip in and steal from the fleet. It is a exchange.

I made a contribution to the excellent fleet I temporarily joined when I bought my FHEC that corresponded to the necessary input to gain the rank needed for buying provisioned gear. If I do so again I'll put the same amount in because that's the kind of person I am. I'm sure there are some players who can't afford to do that, or just won't for whatever reason.
When someone yo-yos too much they may find the door closed behind them. You might want to ask your fleet admins about their policy before you run out on your fleet.
If you can, offer services to others for free. Pay something back to the community that entertains you for hours on end.

Im shocked I have to reiterate myself here...but somehow I dont think rewriting what I originally wrote will actually find any more ground since you seem to have had trouble understanding it the first time.
I think 10m EC is a pretty cheap entrance price for gaining access to a Tier 5 Starbase...Considering the number of Doffs, Samples, Expertise (this comes from hours of gameplay so imagine the amount of EC that went into getting to the point that you could spare your Expertise for projects), Dilithium (Again only so much of this can be refined a day so this again is ALOT of player time spent gathering and farming this), Consumables (which can get pretty expensive when you consider that some of the more costly ones are 1200 EC and most of the time you have to put 40+ into a single project to get it going). Not to mention that EC is relatively easy to build up...I hit less then 500k EC about two weeks ago. I spend no more then an hour online and only grind Dailys for Dilithium and Marks. Ive spent half of the last two weeks not even logging on. Im now at 3.5m....So its easy to see in a month and a half of lazy grinding here and there one could easily end up with 10m EC.
Does you fleet sell access to Elite Space gear. Shields, Eng, Deflectors? I needs a set for my New Romulan Toon. Mt Fleet is not quite there yet.
As mikepreditor said, Public Service may be able to help with access to high tier Fleet items, depending on who is on at the time. I would suggest looking over the channel rules, as a courtesy to the channel creator, but the general gist of it is that you can buy any item a given fleet has unlocked other than Fleet Ships using your own fleet's Provisions; all you need is a map invite and you don't actually consume their resources.
This is, of course, a voluntary thing. Getting to the tier where you can access the nicer Fleet toys does take time, effort and resources... which is why many folks charge for map invites. Folks on Public Service are not allowed to charge for map invites, however, as you use your own fleet provisions. Ships, though, require you to temporarily join a fleet in order to purchase them, and therefore cost that fleet provisions. You will still occasionally see folks offering this on Public Service as well, and they are not allowed to charge under the terms of the Public Service channel.
It is not against the rules to contribute something to the Fleet Bank when you join temporarily, in return for the courtesy of buying a Fleet Ship with their provisions. I did so myself, though I couldn't afford the usual 10 mil that really is the current going rate. The person providing the invite did not request anything, but I volunteered it anyway. While you don't necessarily have to pay for access to Fleet Ships, you really ought to contribute what you can as a "thank you".

Its not a bribe. You're paying for access to the work that the other fleet committed to obtaining a T5 shipyard. 10 million is chump change since it takes a ridiculous amount of supplies to get to T5.
Out of curiosity, how does one protect themselves from scams when trying to pay to join a fleet for shipyard access? I have no problems paying the fee and even contributing as thanks for a successful transaction but I am very cautious about getting ripped off.

Work with a well-known, reputable fleet. . .that's about the best advice I can offer, really.
Just an FYI. Last night I went into the "Public Service" channel and just asked if anyone could offer me access to a Tier 5 starbase to buy some Elite fleet weps and gear and Romulan XII consoles, and with in a few seconds I got an invite. No EC asked for. I used my own fleets provisions to get the items I needed. I was happy to see Fleets out there that don't have any issues with letting others use thier store's. So if you are looking for access to these Elite items that Channel is the way to go.
