well considering EVERY Romulan has a Toven since we can't rename him (which personally that and the ability to lessen or turn off his vo) I think I'll add onto that.

A "Ghost" configuration T'varo retrofit
That means SPREAD torps not high yields
A bio neural and a plasma weapon as a finisher
I do mount beams but if i use them its because the mission is a bust and im trying to cover for someone elses role
High yield allows you to hit ONE target which almost always has a massive plasma resist
most "high end" missions require other weapons than plasma torps
As to act like a Romulan ???

One of the most appealing things about Star Trek Online is you choose absolutely everything about your ship, captain and crew. You aren't stuck with whatever boffs they shove onto you, or whatever ships they shove onto you. Tovan breaks that by shoving someone onto you that you can't dismiss, takes up a boff spot, and shoves himself into dialogue when you don't want him there. I don't disagree with him as a character, just his role in the story. It would have been much better if he had been a mission contact NPC. Instead, the devs decide to shove themselves into your captain's story, which indicates a lack of realizing what the game's strong parts are.
oh and if MY sister was missing Id take a shuttle and go find her and stuff the Republic
It is worth noting what Tovan CAN'T do
he can't fly the ship (I do that)
He can't take command of an away team (I do that)
He can't even fight worth a damn
My guess is to why Roms are forced to keep him is that they want to continue to add VO to new content, and Tovan allows them to do that for Romulans (Hell, in the Fed tutorial revamp - they may decide to make Feds keep a Boff for similar reasons - and may decide to impose something like that for the KDF down the road. (Who knows):eek::D;)
No NO MORE. His VO is horrible. He sounds more like a Van Nuys frat boy on too many red bulls and uses way to much 20th century earth slang. I mean the writing isnt that good to begin with but the actors delivery is comic.
Abilities-wise, he's probably one of the best BOffs in the game, I think there there's only about two Tactical abilities he doesn't have that someone might want (Tac Team and... I think it's either Cannon: Volley or Cannon: Rapid, whichever is the one that he doesn't have.)
Character-wise, I'd rather send him to the Forge on Vulcan and forget he ever existed. Half the time, he says something and I just end up going "Nah, ya think?" rather sarcastically and the other half muttering "Shut UP, Tovan." I can handle getting 'preset' bridge officers like Hivan, Satra, Varil and D'Vex, but I still like being able to decide their motives and personalities myself - I end up with all of Tovan's characteristics forced on my from the beginning.

Devs, you've admitted that you're working on a patch that will FINALLY give players the option to discharge Tovan if we want to ... hurry up and release that patch, PLEASE.
The "Tovan lovers" are tired of the many threads complaining about Tovan, and the "Tovan haters" aren't going to stop complaining until we are given the option we should have had all along.
Everyone can go back to playing the game how we want to - with or without Tovan - as soon as players have the option to discharge Tovan if they want to.

I've been executing all my bound white duty officers and at times I kinda wish I could add Tovan to the list.

he is an ultra common boff and of no value at all
As I said then. He isnt my friend. He is not my First Officer. I dont care about his story.
He is taking up a slot. Thats the main reason at this point.
