No offense, the Cryptic employee you quoted is seriously overworked and he is the PR guy. If you ask him about the list of 10000+ bugs that have been identified, his response is going to be the same : "We are working on it."
That's PR talk. Just ask yourself, how long did it take for Cryptic to fix Human Leadership traits not working since launch last time? I was told it took them almost 3 years. Do you think they only identified the problem after 3 years?
Conclusion: Take that with a grain of salt, anything coming from Cryptic PR is like a pie in the sky at the moment. And there is no guarantee their so called fix will ever work to satisfy to the plaintiffs given their track history of breaking more features as they try to fix things. Here is a scenario : Cryptic went in and correct the math errors. Instead of exposing cloakers at 30KM+, they now expose them at up to 28KM, only invisible beyond that. So yes, they "fixed" it. But I am sure if that's the fix, a sea of complaints will continue to follow.

It's a simple fix. They know it.
EPtA1 added +100 SDR. The tooltip listed +1% StealthSight. +100 SDR. +100 SDR worked out to +50 StealthSight/Perception.
They wanted to change the tooltip to list the actual amount rather than the percentage. +50 StealthSight/Perception.
The issue was with the formula.
Formula is/should be: Perception = 5000 * (1 + (SDR/10,000))
Formula used for EPtA was: Perception = 5000 + (SDR/10,000)
So in adding 50 StealthSight, 500,000 SDR needed to be added. But that's not the formula. It's not the formula used for anything else involving StealthSight/Perception.
It's possible that the formula was actually:
((X + 5000) - 5000) * 10,000 = SDR
When it should have been:
(((X + 5000)/5000) - 1) * 10,000 = SDR
EPtA was buffed by changing that StealthSight (as well as the Stealth) bonus to 30s instead of 5s, as well as the buff provided to the three Science skills.
There was no intended buff to the StealthSight/Perception of EPtA. It's a bug. Pure and simple. The change was only meant to be from listing +1% StealthSight to +50 StealthSight.
+1% StealthSight and +50 StealthSight are the same.
Base StealthSight/Perception is 5000. 1% of 5000 is...50.
The +500,000 SDR results in 255,500 StealthSight/Perception. +250,500 StealthSight. Should only be +50.

While the formula you posted may sound simple to you, to many it just looks like complicated math especially if they are not emotionally invested to your problem. There is other considerations since this company has the tendency to break other things as they try to fix one problem. For example, APA boosting offensive Science powers has been long identified as an "unintended" consequence. Should be a simple fix, eh? Nope, Cryptic says it's too complicated so it probably will never be fixed. I am paraphrasing but that's the point they are saying : "too complicated". If that's complicated, what else isn't? Like fixing the Deflector doff? Fixing Leadership trait? Fixing Sensor Scan bug? Like Department heads keep playing music chair?
Someone posted that over 30000 bug reports have been filed in 10 days. Even accounting for the duplicates and then prioritized, this remains a low level issue far down the chain. What you are wishing for is that this EPtA formula error gets prioritized over all other countless number of bugs and more serious server problems. Frankly, it ain't happening. To believe otherwise is wishful thinking and unrealistic. The server is down again, their hands are full just trying to keep it stable and failing to do so consistently, which will be more important to the 99% of the player base then the tiny fraction of vocal minority who can't play and would even threaten "strike" unless they can hide in a cloak. The issue is affecting us all equally, given that KDF players are known to use EPtA to flash out Rom-Fed ships as well, it goes both ways. The difference is Fed have learned to play sans cloak for a long time and is accustomed to adapt to it. KDF has been abusing the cloaking so much that a vast majority of them doesn't know how to survive outside of a cloak. One way or the other, the day of cloak->alpha->dock is coming to an end. It's time to come up with a different tactic or else the Klignon Empire will really be on its way towards extinction.
