Unable to train allied boffs with Rom captain

Not sure if this is a bug or a feature.

I have a Rom tac captain and is allied with kdf.
I have a kdf tac boff that I want to train crof3 to, but is unable to do so.

I know about training kdf and rom boffs either on Qonos/New Romulus with factional boff trainer or with another boff of their respective faction. But I do not see a way around my problem and can only assume this to be a design oversight.

    There is also another, clearly linked, similar problem: If a Romulan character has Boff candidates of his ally, they can't train abilities to his currently used Boffs.

    I.E.: If a Romulan character claims the Jem'Hadar Boff from "Facility 4028" to get Torpedo Spread 3 for another of his tac officers, he won't be able to get that other officer trained in Torp Spread 3.
    TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class.
    Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider.
    Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.

    Don't make ARC mandatory! Keep it optional only!

    This is one of those unintended consequences of the ally system, I'm guessing. I suppose not sharing tactical, technological, or scientific secrets with a recent ally might be a wise policy from a continuity standpoint... but it's irksome from a gameplay standpoint. As a side note, has anyone else had trouble replicating Emergency Holograms of various types from the Commendation Ranks?

    You can Train KDF BOFFs ... at a KDF Trainer.

    I have trouble with anything from the commendation system, i cannot replicate DOFFs, i also got neiter the transwarps, nor marauding team from the commendation system.
    Beta, LTA, CE, Multiple preorder Versions, all Addon Packs except AoY, nearly all KDF/Rom and ~50% of all Fedships, over 25 LockboxShips, Endurer of Atari's "Year of Hell", but...

    Yeah this is annoying to me mainly for the Torp Spread 3 ability on the JH BoFF, I only started game with LoR and changed Tovens skills around without realizing til later that no way I could get Spread 3 back. :(
