I do not pay very close attention and just "trust" that I receive it as I should.
Unfortunately Cryptic gives you no receipt when you receive Zen and no receipt when you spend Zen, so you have no idea when it comes or goes. I find that terribly disrespectful to the customer.

Of cause Cryptic will based on previous similar reports from people, including yours truely, deny the issue as just being the player not keeping count, and that their logs prove that the stipend was transferred.
Since we have no way of proving otherwise, through out own logs or reciepts... Well... you can see where I am headed right?

You can inquire about your stipend by sending in a support ticket (link in my signature) or emailing directly: customerservice@perfectworld.com (it sounds like you filed an in-game bug report, and is why you are seeing it 'closed' when really it was just sent straight off to QA) -- I will say that every time we've looked into a stipend issue, when the player was a lifetime or gold member, we've never found someone to have missed it. It's an automatic process. With the Dilithium Exchange, and C-Store items that have prices below the stipend amount, I personally have thought I missed one but I had forgot I purchased a couple Master Keys and converted some for Dilithium.
If you're a monthly gold subscriber, it comes in on or around 30-days past the day when your bank last hard posted the subscription charge (moved from pending to posted). This can happen at anytime during the day. Lifetime subscribers (who have been subscribed for at least 30-days), will get it on or around the day of the month when your bank hard posted the original lifetime subscription charge (moved from pending to posted).

I was subscribed during March and never saw a stipend. No big deal in my case since I got the month of subscription from adding a cheap CE I picked up on Amazon for 10 bucks (for the RMC item), but if I were an LTS or worse, some one paying the 15 bucks from my pocket, I'd be pissed.
On a more positive note, they did give me the 15% Zen I was missing after buying some from Steam during their bonus sale.
Why can't PW send an account mail when they send the stipend with the previous and current balance. This would clear up a lot of confusion.
The problem is that the stipend isn't paid by PWE. It's paid by Cryptic. The two games' systems were merged in an odd way - and only Cryptic's games get a stipend in this manner. Until that's reprogrammed it's just an issue keeping track of it - each player is required to keep track of it manually. Personally, I get my stipend around the 26th of each month. I always check in the afternoon in the C-Store and it's always been there.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I got mine in march, but as of Now, mine is 1 day late and my sister's is two days late.
and yes I've been watching. I never have zen in my account and her zen total is on paper.
