The Romulan and Reman Deflector Dishes no longer provide a percentage-based increase, but instead provide a flat numeric increase to Stealth abilities.
The Reman Deflector bonus is now +15 on all Blue quality versions, and +30 on the Mk XII Purple .
The Romulan Deflector bonus is now +15.
The Subterfuge Trait no longer provides a percentage-based increase, but instead provides a large increase to the "Starship Stealth" skill of their captain.
+100 / +150 / +200 for ranks 1, 2, and 3, respectively.
All ranks of the Subterfuge Trait have gained a Defense bonus.
+1.25% / +2.5% / +3.75% for ranks 1, 2, and 3, respectively.
The Stealth Bonus and Ambush Bonus from having multiple Bridge Officers with Subterfuge does not stack, but the Defense bonus will.
Considering their are a slew of other threads complaining about how OP certain weapon, attack patterns, and vessels are, and this thread is about how OP defensive systems are. Things must be just about right.
So a typical setup will be running 3 of these I'm going to guess. I'm also going to guess that like EM and APO they don't care what your speed is just like leadership doesn't care what your crew is.
That means even a held target will have a defense score of 11.25% just from boffs and skill. If they activate EM, Deut, or that other item I can't think of atm it will shoot up to 26% roughly if not more.
Might not sound like much, but you would be suprised what the difference in your burst with high amounts of accuracy overflow vs no overflow is. It will also create 'misses' against held targets without acc x2 weapons a good bit. And even Acc x3 weapons will struggle to hit even a snoozer reliably let alone an escort with the trait.

This would be true IF we were talking about the same things. Instead you have one viable method to deal damage and one viable method to avoid it.
When 3/4ths of the stuff is terribad underpowered garbage but 1/4th is exceptional you do not call that balanced.
Elusive and 9 Maneuvers can get you to +10% while sitting still. With 3 Rom Sub BOFFs, you could get to +21.25%...
...for somebody without Accurate, 9 Targeting, no Acc mods - they would be looking at an 82.4% to-hit against a target sitting still.
Accurate and 9 Targeting though, will be enough for a 100% to-hit chance. This change will just reduce the amount of Accuracy Overflow.
Currently (+10% Defense vs. +25% Accuracy): 100% to-hit, +1.6% CrtH, & +6.5% CrtD
With Sub Def (+21.25% Defense vs. +25% Accuracy): 100% to-hit, +0.5% CrtH, & +1.8% CrtD.
You don't need any Acc mods to hit that target - you just need the trait/skill. If you don't have the trait/skill, you'd obviously need the Acc mods.
Course, were I to run 3 of them on my Fed Eng in his Chel with the Aegis engines - he'd actually be at 26.25% while sitting still. You'd have a chance to miss without Acc mods. Yeah, if you're concerned about only having a 98.8% to-hit. Never know though, that 1.2% chance to miss could be that big ol' BO crit that will never happen now.
Course, three of them would take my guy to 101.25% Bonus Defense while I'm flying around going wheeee...before using any abilities/gear. So before I hit anything to go from wheeee to WHEEEEE... you'd be looking at a 68.4% to-hit if you were sporting Accurate/9 Targeting/Accx3. WHEEE mode would be a 46.8% to-hit with Accurate/9 Targeting/Accx3. If you didn't have Accurate/Targeting/Acc - well, WHEEE mode would leave you with a 37% to-hit.
But guess what? They decided that there's no reason for physical Science abilities to take into considering Defense like physical weapons...so the SNB, Tractor, etc, etc, etc would still have a 100% to-hit... /cough /smirk. WHEEE mode shouldn't last very long.
3.75% defense from romulan boffs coming to a patch near you.

As it stands a single Rom Boff is too good with its crit bonus... but now this??!!
I'm kinda glad I decided NOT to flood my ships with Rom Boffs, regardless of how good they got. Of course, their tooltips are still bugged at my fleet's embassy console, the males seem to have a higher bonus than females and the purple boffs don;t even seem to have the right traits... wasn't all that suppossedly fixed?
Basically to play pvp your going to need at least accx3 thanks for pushing people who have real life responsibilities further out of your suck a** game
And they'll only have a chance of working when the person is stood still

This is why I have the trait and 9 starship targeting... and not to mention as many ways to hold a ship down as possible.
But damn, this is just RIDICULOUS. Might even consider getting MES on my Akira just to maximum the stealthy stuff when I go balls out for the Rom boffs.

1) Stealth bonus does not stack unless you stagger the boff ranks?
2) I grab 3 purple, 1 blue and 1 green Rom boffs and go nuts with def bonuses and stealth bonuses?

It would be better if we were given a new Gozer to shout at, but strangely, the nameless new Dev sacrificed to PVPdevelopment has not made themselves known
Sorry, from my point of view. There is dozen of threads around saying that beams are weak (or rather passives/healing is too high) and that pressure dmg is dead. And they do exact opposite to remedy that. There is dozens of threads saying that escorts tank better than cruisers...
And what do we get ? a 20% more defence for escorts......ZzzZzzZZz

Resistances and Healing in the face of the burst damage that escorts can do is trivial without the presence of Tact Team and/or Defense. Resistances and Healing are at different times powerful or weak.
Cruisers and Science ships in particular are easy to force into acc overflow. They needed more ways to help them out of that situation.
A potential across the board buff to any ship that wishes to use these items isn't the way to go. The underlying issue needs to be fixed. This is like putting a coat of paint on AMC Pacer.

Sci/eng peeps can sit their and get but ***** for ages and stay alive if they are setup right,,add in cross healing and passives from rom/omega tiers/passives from whatever else,,and now stacking boffs for higher defense ,,this is insane.

There are days when I read this forum, and I don't think it's all that strange.
Keep in mind, that they might not have Gozer's title/position and even Gozer wasn't in a position to push through some important changes - because many changes cross into other team's territory (like systems, for example. Or this dev might even report to Gecko in systems similar to Bort)
The PvP revamp might not even be fully on the table yet.
We could be talking about a Dev who may or may not have a lot of internal influence, may or may not have his ideas put on the agenda.
There's little to no incentive for someone in a position like that to come to the forums and be repeatedly harangued.

It depends on if they are movement or non-movement Defense bonuses. Not all Defense bonuses apply if you're not moving. The +10% Escort for example does not apply if the Escort is not moving. The +5% Aegis engines does, but the 2pc Aegis +5% does not - have to be moving for that 2pc bonus. 9 Maneuvers and Elusive both apply even while not moving. Having both of those while sitting still will put you at +10% instead of -15%. Keep in mind, that when you first zone - it doesn't apply them. Not sure if that's just a tooltip error or an actual issue.
As Thissler has pointed out (and even Geko stated in the 4 hour UGC) - you can't chase Defense, but you can Tractor the buggers. Geko made it pretty clear - the counter to Defense is not Accuracy - it's a Tractor Beam. Now there's an interesting rumor to start, eh? Geko doesn't PvP with his real name...

Defenses have gotten way out of hand in STO. Why do you think even cryptic releases ships with more and more tac consoles, and DHC capability?
