I can't play STO, and I have no idea why. Detailed description and a DxDiag within.

This has been happening for several days now. I'm not sure exactly how long. It began right after STO updated itself with a new patch.
I usually use the Steam version. When I launch the game, the launcher works fine. The loading bar on the Cryptic screen inches forward a bit, then it crashes. An "Oops! Your Cryptic Application has crashed" error pops up, with a box to add details.
This happens every time I load up the game. I've tried reinstalling the game, verifying the game cache in Steam, the launcher's safe mode, re-verifying the game countless times, trying the Tribble shard, patching via both the US and EU proxies, installing the non-Steam version, re-verifying and re-installing it countless times, loading up STO through Champions Online with the "Show all games" function in the launcher's options, nothing ever worked.
I was beginning to suspect my modem (which was rather old, and not very good) was to blame. So I swapped my old modem with a new one at a Time Warner store. Nothing changed. Oddly enough, I think I got it working briefly when I first installed the non-Steam version. What is going on here? Do I have a virus on my computer that just hates Cryptic MMOs set in the 25th century? Is my account messed up somehow? Is having a copy of my character on Tribble affecting anything?

You pretty much nailed it in the bolded sentence. Replacing your modem wouldn't have made a difference, as it's not anything your modem would affect (network issue, etc.)
There's been....a bit of history between STO and Steam, and it's not been very glowing. I'd try running STO outside of Steam and see if that works any.
By "working briefly", can you elaborate? Did you get it to work without issue or did the issue take longer to manifest itself?
Added note: It may be easier to post dxdiag logs through a hosting site like pastebin. They're walls of text otherwise that only a dedicated techie would be able to make heads or tails of.

Thanks for telling me about pastebin. I'll keep it in mind next time I encounter a problem like this.
Try updating and/or downgrading your Internet Explorer installation as the launcher seems to use IE in some capacity. You might also check to see if the internet options menu inside IE (before uninstalling it) is set on using a proxy server for the lan option, and uncheck that (internet options>connections>lan settings.
Am I reading that dxdiag right - your graphics driver is running a version from "10/26/2011" - is AMD that slow on updates?
Have you installed or updated any firewall/virus-spyware scanning software recently?
Since your trying everything and coming up short, I'd also suggest you delete one of the smaller files located in the ...Star Trek Online\Live\piggs folder in your installation. I've had this help me in the past as it seemed to force the launcher to jumpstart a download to replace that file and then check for what else needs updating. (Although I would personally just rename one and not delete it).

I uninstalled TeamViewer a while ago, since I never used it.
Internet Explorer wasn't set to use a proxy before, and still isn't.
Upon trying to update them, Windows says my graphics drivers are up-to-date.
I set my firewall so it wouldn't mess with Star Trek Online.exe.
My virus software is up-to-date.
I deleted these HOGG files, all 65 KB each: bins2, bins3, character, dynamic, object.

Now this event for the 3rd year Anniversary thing has come up and I'm missing that as well. Damned irritating. I filed a support ticket a few days ago, but at this rate I'm starting to doubt they'll get back to me before this latest event is over.

There's nothing new in the ERRORS.log when it cashes. Or any of the other log files in the Live/logs/GameClient folder.
