stuck at loading screen

I've been stuck on a loading screen to Psi Velorum Borg Encounter for past ~7 minutes, loading meter going decimals of percent per minute, I'm currently at 66%, no usual server not responding message though, it's really trying my patience

    Main character permanently stuck halfway loading New Romulus, all alt characters likewise unable to load their starting sectors (ESD).
