But the router is not the issue here.

My guess is your isp is seriously TRIBBLE up and blocking some ip configurations for no good reason. That or its an issue with your systems. Just a guess being this has happened before. And as it blocks all access to anything from startrekonline.com I am betting I am not the only one hit with this. I just happen to go around it to access the forums.
man i dont really know whats going on with perfect world but they r anything from perfect i mean **** my launcher will not launch again this now is 5 times i have had to find and download a new launcher this is getting ridiculas guys please fix these launcher errors im getting tired of having to download the same files every month or so lol
If you remove the router from the equation and everything works, but when you put it back into the equation and nothing works, then that's a direct neon sign saying, "The Router IS The Issue" whether or not you'd like to believe that.
Now, perhaps the router itself is in perfect working order, ie: none of the parts are bad, then in that case it would most certainly be a configuration issue on the router's firmware side of things. If I were you, I'd be taking a serious look at the config and be asking why you've got it set up for use with a Proxy server... You do realize that you can set proxy servers up for use in most inet apps. For example, uTorrent has the ability to patch in via proxy servers that you setup in the software, as does Firefox and Internet Exploder, et al.

I hate to be the one to say this here but...
