I had a feeling I am having the same problem. It looks as if the Lib Borg skills aren't applying to my character. I just wasn't sure because I don't know my way around the skills screens yet. Figured I had just missed something somewhere.
Submitted a bug report on this, if you're having the same problems you should do the same. These topics might be getting confused with Borg BO topics, hence why they aren't getting quite as much attention.
Efficiency broke recently. It's fixed internally and you should see the fix soon, but I'm not sure when.
You should be able to see constant shield regeneration from the nanites. The increments on the shield bar are not as granular as your shield strength, so it can be healing when you aren't seeing movement. The combination of the shield pop mechanic and needing to constantly take damage makes it hard to see what's happening. You can mouseover the shield indicatior and see it increasing.
Health regen happens in chunks. Each time you regen a chunk of health, the nanites will increase that chunk. It's not steady like the shield regen, but I'm seeing it happen in combat.
That said, it may still be providing less benefit than intended. I'll take a look at it.
Agent when did the Efficent trait break? I was talking to a guy just today (Name witheld unless he comes in here and posts) who plays one and says his is working just fine.
From my personal experience in headstart and OB, I had Efficient on an Alien/Unknown and all my ship power levels were 53/50 on Balanced. 5 isn't much, so it might be easy to miss. I also had max Warp Core training at the time and the power levels did not go any higher than 53 so these bugs might be related. Wth?
I haven't looked at the ground combat health regen, but I will now.
On a related note, my Borg character's Efficient trait doesn't seem to be working, either. Supposed to have +5% to Shield, Engine, Energy Weapon, and Auxillary System efficiencies. But all of them show 0 in my character sheet. And yes, I have bugged it in game.
I made an alien character and havn't been able to find where my Efficient trait has done anything, I think it's broken. I wishfully thought that my normal balance if 50s on all my ship systems would be 55s instead

Our traits should show up on the character sheet regardless of if we spent points in the ability or not. Additionally, it would be nice to see how these abilities and items translate to our ship...IE iif I equip phasers that increase my Crit Severity by x amount, I should see that on my ships stats page, but I don't. We also don't see how all the stats increase other things either. I bugged the Pre-Order Chromimum Armor becuase it wasn't updating the stats the on the Character page correctly.
It would be useful for us to know how these stats actually effect our abilities, ship, and equipment. x% of Crit doesn't use the same formula as +x Crit Serverity, so knowing what +20 crit serverity translates too would make it easier for us to determine builds and equipment.
I personnally would rather an information overload, than a lack of information. I know that is complicated, but exactly how much does +1 pt of Aux do for us? It is better than spending points in an Aux tree?....we don't really know because we have no idea what these numbers truely mean.

Now that a Dev has weighed in on this topic, any word on a fix for the other extras we were promised for the Borg BO pre-order reward, like the Nano Probes and Neural Blast?

Beats me. I don't control it, I can't upgrade it. I'll just see some crazy green TRIBBLE, and a Klingon will have a "Superior Neural Blast" affecting him for ~30 seconds.
Noticed that the borg nanites increase shield regeneration by 10%, however from what I've seen, this does not persist in battle. While it does help to regenerate faster, wasn't the regeneration and shield regeneration supposed to happen during battle as well?
As far as the efficient properties go, I'm now seeing them on my character stats, but they still are not applying. Do I still need to get to Commander status and purchase the skills before they take effect?
Correction, they will only appear dirtside. I have no idea why you guys chose to handle it this way, and I did bug it a couple of days ago. It's just unnecessarily confusing.
