If that's the case, then you needed to look at exactly what it was you're buying. Escorts are not going to be high-level science performers, virtually by definition. What did you look up before you made the purchase? This is an expected result.
Also, what ship costs $40? Almost all fleet ships that require FSMs are $20 without a c-store purchase. The only exception I'm aware of is the Fleet Excelsior at 5 modules without the c-store unlock for the standard Excelsior-R ($25). Sounds like you bought two. There are only three ships that exceed the $25 range, fleet or standard c-store - and those are the flagship bundles and the Vesta bundle.
As an additional note, if you want an escort that can spit out science powers, you'll probably want to look into the Advanced Escort and Multi-Vector Advanced Escort (MVAE). I forgot the exact specs, but that is, if I recall, the most science-y escort around. However, do note that the standard version, the MVAE version, and the fleet version, although all three can equip the multi-vector mode console from the MVAE version, DO have minor differences. Make sure you're getting what you want to be getting.

its not their fault, you did not know that, they provided the info (well, S7 is full of misleading info, but in your case, this does not apply).
also an escort is always stronger than a sci ship
I would recommend doing some research before purchasing and always test what you want to buy first. You can do this by purchasing the ship in Tribble and playing with it there.
If you like it, buy it from Holodeck.
Purchases made in Tribble do not subtract from your Holodeck Z-coins.

The Deep Space Science Vessel is a science vessel (meaning it's designed to carry a lot of nasty, dirty science abilities to support other players -something I doubt you do very well, somehow - and otherwise weaken the enemy) that has a Commander (three solid pips!) bridge officer slot, meaning it can not only easily support an energy siphon ability and a gravity well, but a bunch of other cool science abilities.
I'm not gonna sugarcoat this. I suggest you take a good, long look through this wikipedia website, and the other resources provided by the game (say, the ship stats provided AT THE SHIPYARDS where you buy free ships and pick-up C-store ships) and actually learn all the aspects of the game before deciding to throw money at it (like the good little consumer PWE/Cryptic wants playing the game). There will be no refunds, you're responsible for your own screwups, and your blatantly obvious lack of even basic information about how the game is played. The fact that a player can somehow get to level 40-50 without this basic, rudimentary knowledge is a travesty.

I'm not gonna baby someone who manages to get to level 50 without even fully understanding how bridge officer stations work (as evidenced by a previous post of yours), and which skills fit into which stations. Do you even use duty officers? Have you even skill specc'd to support whatever build it is you're attempting to use? Can you tank anything stronger than a particularly ferocious Borg probe or assimilated Bird of Prey? Lemme guess, you probably fly a Federation space whale with a rainbow weapon build, TRIBBLE-poor DPS, and marginally effective tanking, and find normal-level STFs a 'good challenge'. I'm being deliberately blunt, here, sorry if you can't take criticism.
You seem like the kind of player I effortlessly blow up in Ker'rat on a daily basis without even going all-buffs on my attack, or using a single piece of 'pay-to-win' or 'HAX!!!' equipment, because your shields and hull are ultimately paper, despite you being presumably 'awesome' against NPCs.

You didn't get personally attacked. You did something stupid, whined about it, and had it pointed out to you how little you knew about the game that you just dumped some cash into. If you think that someone pointing out that you don't know anything about how to play STO (which given your posts is an entirely factual statement) counts as a personal attack, I'm not really sure what to tell you.
Calling someone a no lifer because they understand some really basic stuff about the game really isn't going to get you very far. How bridge officer stations work is something that you're supposed to learn as you level up. Even for a casual player with a shred of competence they aren't really that confusing.

I explained to him exactly why he can't do what he was expecting to do, and the blunt tone was because he dumped 20 bucks into buying a ship without a single clue as to what he was buying. He bought an ESCORT, one of the best tanking/DPS escorts in the game, thinking it would do the same thing as his SCIENCE SHIP. I don't know about anyone else, but 20 bucks seems like a nice chunk of change to spend so frivolously on a free-to-play game.

Although i'd stay away from the fleet ships in the future personally, the single character unlock is a no-go for me. All your getting is a fancy hull material and a few extra HP, if it's science your after i'd reccomend :

Yeah, i see where your coming from. It's only really worth it if you get the discount for having previous editions of that ship, which last time i checked you guys don't get do you?
But $20 is not worth it for a couple extra HP and Console slots, unless your really into PvP.

He buys one ship from the store, and another from the Exchange. He decides the science ship from the Exchange is more fun than the one he got from the store and asks about a refund policy. What's so wrong about that? I bought a Garumba from the store, then decided my Vo'Quv was more fun, so I stopped using the Garumba. How is my circumstance any different to the OPs?
Oh, and I fly an Escort too, on my Fed, and I would love to use some of the higher tier Science skills on it. Look, OP, you can't have all of the best goodies on one ship, that's just not the way this or any other game works. The first thing you have to learn about any MMO is how player class abilities balance and how to pick from among them. You didn't learn this before spending money on an optional upgrade. I'm sorry it didn't work out for you, but NOBODY offers refunds on digital goods.
