Well, after S7.. it seems when I am in the game, certain FX load stalling seems to be happening.
Example, in the Cure (space), when rotating about to check on Kang, STO seems to freeze a second.. then catch up. Also, It seems sometimes when firing at a enemy, some of the weapon do not fire.. (auto)
Went as far as lowering all FX to low, and still kinda happens. (on a Strabase 24.. when asteroids pop up, minor stuttering)
Running the latest Nvidia Drivers... 306.97, Win 7 with 8GB on a TI 560.
Just looking for any suggestions, otherwise, might try to hunt down previous drivers.. see if a rollback makes a difference.
I'm experiencing the same but on a lesser degree. I'm running dual 580s and have it set for DX11 beta. Not gonna lie the Season 7 patch did something to the gfx engine. I occasionally get a pixel shader error at the launch of the game in the lower left hand corner of the screen. All my settings are maxed but enabling vertical sync seems to take a chunk out of the stuttering. The stuttering isn't bad enough to ruin my game but can be annoying at times. Focus on the combat and you will hardly notice it. Your 560 should be more than enough to handle this game at max if you haven't set to DX11 try it out. Running on DX9 seemed to have more problems for me.
Pretty much what it is micro stuttering i'm more inclined to believe it could be drivers the nvidia drivers are notorious for this problem however the recent patch seems to have triggered it.

The entire game with hitch for half a second every 5-8(ish) seconds that I'm running around or moving the camera quickly. It's especially annoying when it hitches then my camera is facing a completely different directions which disorients me.
The smoothing option under troubleshooting did absolutely nothing for me. I heard somewhere that switching to DX11 would help the problem, but for some reason the option to use DX11 isn't listed under troubleshooting. The problem happens whether I'm on max setting or everything is set to minimum settings.
I have an Nvidia GTX 590, 8 gigs of ram and an intel i7 quad core @ 3.40.
Both the newest drivers and the previous drivers had the same problem for me. I haven't tested older drivers, nor am I willing to sacrifice performance in other games for this one game even if that does happen to be the problem.
I can play pretty much any game out there on max settings without any problems. I play a lot of PC games and this is the first time this computer has every had graphical issues like this in the year or so that I've had it. Also, this is not latency. People in game always seem to try to convince me that it's latency. I've been playing MMO' since EQ1 launched, I know the difference between latency and graphical issues. =P
Anyway, does anyone else have this issue? Does anyone know of a fix to this problem or have any suggestions? Would love to continue playing the game, but I'm just getting sick of this issue. Really don't want to quit playing.

I can't figure out if it's the server hitching or what. These stutters are irritating and have been in the game for me since S7 launched..more noticeably since Q's Winter Wonderland launched it seems...
Getting rid of shadow occlusion helped my framerate which was bogged after S7, but that hitching always happens now. Once again, never had this issue when I started playing during S6.

I've been experiencing alot of video stuttering since S7 arrived as well.
It seems to be tied to draw in, as it happens at the same points on any given map, particularly on the ground. I first noticed it on Tribble, and the issue has persisted ever since.
I haven't been playing much lately, so I haven't looked into it or reported the problem, but now that I'm eyeing the Breen ship it's getting beyond frustrating. I've managed to win 1 out of 10 races in Q's winter wonderland due to severe video stuttering at the same points on the track every time.
I have tried lowering every video option to the lowest available with no effect. I ensured I have the latest AMD/ATI drivers for my 5770, disabled any resource hogging background apps and even reinstalled STO completely with no success.
I don't think its a hardware issue, as I've experienced no issues in other games.
I was experiencing this stuttering earlier today as well. After a thorough examination, I found the problem to be with my network card, specifically uTorrent. Whenever I was uploading or downloading the game would stutter, especially in ground mode. Quitting uTorrent caused the game to run smoothly.
It may be a networking problem that doesn't involve the torrent protocol and ST:O specifically, but I'm just posting my results because I couldn't find any other post that helped me with this problem.

THIS, absolutely removed my stuttering issue in STO and other games as well. Nice post. I'd recommend a repost elsewhere and have this made a sticky.
I have a AMD 6300 @ 3.5ghz cpu and a 7870 Radeon gfx card. I am getting this "micro" stuttering too.
It's a brand new PC. First time Installed ST:O on to it it I played a mission and logged off. Everything was fine. A couple of days later I returned and I have this stuttering. I have changed nothing. Drivers are the ones I used in the first instance.

Forgive the shameless necro, but I felt this thread and the quoted response deserved some attention, especially after the release of the Dyson Sphere content.
This solution works. Legitimately. While it does not completely eliminate the stuttering and hitching problems that plague the joint command doors/citadel/instance/battlezone environment animations, it significantly reduces them.
My current rig: ASUS G750JH. I know. This thing can run Crysis 3 and Battlefield 4 on VHQ and UHQ at a screaming performance pace (especially when assisted by Razer Gamebooster) while maintaining very reasonable temps. Very impressive for a $2300 laptop, which already rivals comparably-priced desktop builds, with the added benefit of portability.
The problem I have is STO. This is the only game I play with any significant hitching or stuttering, other than LotRO (which has an infinitely easier solution). Prior to applying the above solution, STO would run on all high/100% settings and maintain a steady 98.8fps average benchmark, mostly in space. 54.8 on ground. Not too shabby. The problem shows up in STFs, where various events as mentioned in this thread and others can cause hitching and stuttering that either lead to crashes, or erroneous inputs from the player leading to death or otherwise missing the pace of the mission. I'm grateful this rarely happened in NWS's. It gets WORSE in the new Dyson Sphere content. When doors open in the command or battlezone areas, the FPS would drop to anywhere between 10-20 fps. Same things would happen in the Breach STF when the relays would animate or citadel doors would open. This made escaping the citadel a royal PITA.
Post registry edit, however, those FPS drops now fall only into the 30-45fps range. Improved, but still not reflective of what's under the hood of my rig and its proven performance record. The performance of the Dyson Sphere content apparently is not tied to your graphics settings, as the same average FPS is achieved in there regardless if I'm maxed or minimized on settings. Same hitches. Same stutters. Awful culling and polling of data in the Joint Command area. Something programming/GUI related, not graphics.
Solution there? Alt+F12. Watch as your framerates soar with no UI. Looking at the center of the middle Joint Command room with the UI on (pre-fix), I would average 22 or less FPS, especially while doors, ramps, and other things were animating. Post registry fix, it jumped to about a 38-42fps average. Pre fix with the UI off and I had a 55fps average. Post fix with the UI off and I had a 58-65fps average with all settings maxed.
The proof is in the pudding there. If people on these forums are blaming your hardware, they're wrong. 2D User Interfaces consume minimal GPU resources.
Something I'm finding out about this game is that the hitching occurs less on my OLD PC desktop (which has an LGA775-era Quad Core in it with a pair of GTX560ti's on the mobo. Not quite as good overall FPS as an ASUS-tweaked 780M, but the hitching is almost non-existent. So while newer hardware may be a factor, it's not your fault for keeping up with tech, and Cryptic not coming up with a solution to maintain stability on new hardware.
Seems like there's not a good polling/culling relationship between modern CPUs and STO's engine.
Sorry for the TL;DR, but the bottom line is that this solution works great for the rest of the game, mostly for S8, and that the UI is the first cookie crumb toward Cryptic sleuthing down a resolution to the Dyson Sphere content hitching/stuttering.
I hope someone with a software engineering or programming background can provide some additional insight as to what's happening here.

Could we get a more detailed explanation? I don't know how to even find the key in regedit and since the people who make the game obviously aren't going to fix it I'm going to have to do it myself. This is the only solution I have found with people describing the same issue I'm having and getting a solution.
