Decent rewards that don't require silly amounts of time to obtain. Yes, the time spent in the new mystery queues do count towards the total time.
So, instead of:
1) Queue up for Arena/Capture wait 5-10 minutes.
2) Play the "insane dps glass cannons" vs "unkillable cruiser tanks" song and dance for effing EVER until whatever goal is reached.
3) Rinse and repeat THREE TIMES, collect 1,400 dilithium.
I'm suggesting either increase the reward, or chop it up into pieces so you get a little bit after every match, not just groups of 3.
What incentive would there have been to buy the lower-tier ships then? Business-wise, it was a good decision, and one they won't take back (just look at the lockbox consoles, which are the same thing, after all).

In re discussion of lower tier ships, etc, etc, etc...
Two things:
A) Much like the "discount" being offered on some of the new Fleet ships over on Tribble, they could have revamped the other ships to work in a similar fashion. As they introduce refits, retrofits, fleet variants, etc, etc, etc - the earlier tier version's price could be incorporated as a "discount/voucher" applied to the higher tier.
In a similar fashion to what you see with the Nebula or even say the Ody/Bort/etc/etc/etc - they could have worked toward a system of "ship sets" - where you buy the refit, retrofit, and fleet version - you have three items (whether it's wep/wep/console, con/con/wep, def/con/wep, whatever) - you can get a 2- 3- set bonus from buying the ships.
Those are just two things that they could have done, imo, that would have generated increased revenue... rather than driving players from the game.
What incentive would there have been to buy the lower-tier ships then? Business-wise, it was a good decision, and one they won't take back (just look at the lockbox consoles, which are the same thing, after all).
A certain re-vamp of some of the powers so that they are all equally valuable per their boff rank level would be nice indeed, but I don't need it to have fun with the game.
Then give each ship a "special" console slot. So you can still use your purchased free ability, but can't stack them.
edit: there are also fleet retrofit versions of a lot of those ships now. They should be able to use the consoles of their lower tier counterparts. That would also solve the problem and keep the c-store ships attractive.
what would make me come back to pvp would be a couple of things since i stopped pvping as the p2w consoles started hitting the c-store(1.5 yrs ago).make separate pvp gear sets with a unique stat to make pve sets useless there(as an extension of this have ship powers have a different balance chart from pve so if a pvper cries for balance it wont ruin the pvers fun and vice versa).unequip all non native uni-consoles from builds when entering a match(and lock those consoles from being reslotted until match end) as to play ships the way they were meant to be played.

New types of PvP over cap and hold and arena play, capture the bacon, Asset destruction, SOMETHING.
Open PvP zone with a story line driven by faction success.
Balance, balance and more fraggging BALANCE. I mean shinies are great and all but for craps sake every new shiney thing only makes it that much more difficult to balance. I flew in PvP for the first time since season 7 launched last night. I flew a Peghqu, I felt guilty and dirty when I was done. Maybe if I yank the transformers console I would not feel such a need to take a shower. Still even with the console gone is a raptor/bop with a BC and good turn rate. Did I mention balance?
If you are a pickle in a pickle jar you know every pickle's different, sort of, but really they're all just pickles...
Space:
Removal of the PVE component/Grind in order to get PVP Gear and allowing PVP To actually gain it's own gear.
A balance pass of Skill to Boff relationships.
A Balance check between Skills, Boffs vs Console related powers
More PVP Map options.
Ground:
Removal of the PVE component/Grind in order to get PVP Gear and allowing PVP To actually gain it's own gear.
A Rebalance of the skills/Kit interractions between each class.
A better incentive to use FPS Mode, such as Debuffs given to the enemy when you hit them in specific Dummy Doll Locations (Head shots could equate to a free Exploit, Leg shots slow, Arm shots penalty to damage or acc, Chest shot could "Stun" you for a moment)
More PVP Map options.
You think that your beta test was bad?
Think about this: American Football has been in open beta for 144 years. ~Kotaku
Although I still PVP occasionally these days, I think I would "return" if the feature was changed such that it had:
- a reputation system which recognized kills as well as heals, assists and concessions.
- pvp gear hierarchy with pvp only stats.
- pvp only abilities (maybe.. not a big thing for me though)
- territory control through the fleet system.
- random queue system, no access to individual map types except via private queue
- pvp INSIDE pve missions and sectors
I haven't left PvP entirely but I rarely queue up anymore. Between running around collecting doff missions and squeezing in as little rep stuff as I can (so I don't find myself too far behind if they fix something) my eyes get tired and I lose motivation.
There was a time that PvP was my reason for signing on. There is just some much that needs to be done and so little hope... How can we really hope to get more people into PvP that is in this current condition?

Foundry: Yet Another Borg Mission
It's terrible but easy, and these Borg are way cooler than the mess STO and Voyager left us.
May not actually be "way" cooler or even "slightly" cooler.
I still PvP, mostly in Ker'rat. I would appreciate if we could at least get more PvP-applicable missions.
By my count, there are exactly three space PvP missions available that have something to do with fighting enemy players directly. There's the Ship Killer mission against the Federation, the mission where you have to be killed by enemy players 25 times, and the Ship Killer mission against Klingons (which doesn't really happen unless you go to boring ol' N'Vak). That's it. On a busy day in Ker'rat, I can finish the Ship Killer against Feds mission in 30 minutes or less (10 kills). The 25 deaths one can take forever, unless you just sit around and let people kill you (which is boring, and hardly qualifies as PvP).
There is a mission that can be completed by hanging out in Ker'rat and waiting out three resets (Good Luck Charm), and there's another one that can be finished by killing 50 Borg ships. All in all, if I can do all of these missions in a single day, I might net 2-3k dilithium. There's also ZERO guarantee that those missions will make themselves available the following day, as they seem to operate on an unlisted availability rotation (do it, cooldown is 18 hours, and they might only be available in 1-2 windows during the week). I have yet to figure out what the schedule is.
Half the time I'm PvPing for no rewards, just for fun. I'm not getting dilithium, and at most I might get a few paltry credits from Borg salvage, or from Arena/C&H maps.
My PvP toon is Krov, of The House of Snoo. Beware of my Hegh'ta of doom.
This! By all that has been held Holy and Vile since the dawn of time this!
I got my moQ all tingly over sto* PvP way back in the begining becuase it was fun no matter how bad I sucked or how good I may have luckily performed in a match.
It was that easy to learn and keep pace of the tricks of the trade and gear was only a moderate neccasity.
PvP was accessible for those willing to put effort to learning.
I was used driving skills my Uncle taught me to race home to play sto PvP
And believe me, I am no big fan of virtual reality PvP.
Now its an unbalanced mess that breeds resentment and angst that has no real purpose steming from often ego driven complaints an those same bugs or perceptions of OPness on somethong.
It makes the less appealing to play, even for what fun it may still bring.
I apoligise if these thoughts offend, but damnit give me fun back.
Return to 1.2 and make all them <insert OP comsole here< only equippable on the native ship.
This, just this.
I can't remember exactly where, but there was a peak point where everything was reasonably balanced. Escorts were glass cannons, cruisers could deal damage, power management was important, crew was important, tanking wasn't insane.
I know I've brought it up before a while ago, but If they took a game like Sto and applied it to a template like world of tanks and MW0, in that game would be freaking amazing. Ships, weapons, bridge officer abilities, all being grounded by pvp grind would be epic. Of course it would have to be developed by a studio that actually understands Pvp and balance.
Please don't flame me for bringing up another game. This post isn't intended as a plug for any other game. /enddisclaimer
1) No PvE grind for PvP gear. PvP grind for PvP gear I would do.
2) Balance pass on abilities and restrict consoles and Doff's (Pick any 2 or 3 of any combo of consoles and Doff's maybe)
3) If you break it, fix it. Right away would be good.
4) Sector control with worth while reward's
5) And like a lot of other people have said, make it fun again. Make me want to log in even if it is for only a half an hour or so. Which is about where my life is now. I can't spend hours every day playing a game. At most you will, If you are lucky, get me for 2 hours.
I have a LTS and want to like this game but you don't even give me much new PvE to grind in and you give nothing really for grinding in PvP.

Yeah, we told them that making special consoles truly universal was a bad idea. They didn't listen.
This one change/reversion would be enough to bring me back full time. Stacked console abilities are the main source of reduced fun for me.
So, instead of:

I'll play STO on occasion when I get the urge. I can't really leave anyway since I'm on an LTS.
There's other games that aren't mech games to play.
And less one-shot on ground maybe.
