Then, suddenly, 6-8 months down the road. . .they'll pull out the same BS arguments against developing the KDF, and ultimately not add anything substantial to equalize the content levels. . .all the while 'promising' more KDF content around Season 10 or 11.

Well, considering this is a PVE-based game centered on the Federation, with the Klingons as an advanced play option, I think this isn't surprising. The focus of the Devs will always be on the Federation, because that's where players start and not a few stay. With PVP seen as an optional add-on to the game, and likely being relegated to 'simulator fights' once the Federation and Empire decide to bury the hatchet in S8, it's not likely we'll see much if any work done to equalize things in that part of the game.
I know it's not what Klingon players want to hear, but it's what it is. Maybe it will change in the future, but not at present.
Of course, the flip side is that those who do remain and fight for the Empire will have any victories attributable to skill alone, unlike the Federation captains who are flying the latest ubership handed to them. So, if PVP is your thing, it is the KDF where the challenge (and hense the goal of PVP) will be.
It will never change as long as they keep neglecting Klingons. Do you have any idea how hard it is to keep playing Klingon when you are the very definition of the red headed stepchild? Every time they release another Fed exclusive ship/outfit/etc, there are a handful of Klingons players that simply throw up their hands in frustration and either quit or move to a fed main. You can never grow a faction when you just continually throw dirt on its grave.

The idea that the well of KDF ships dries up at the Negh'Var, BOP, K'T'inga, Vor'Cha & Voquv is as shortsighted as saying the Enterprise 1701 was the only Federation cruiser ever designed.
I am sure that the 3-d artists at Cryptic, could take any one of these designs and turn it on its head if they chose to.
And on a another subject altogether - there are a lot of Klingon fans that do like the FASA ships as concepts.

Actually I might suggest you would brush-up on the literary meaning of "Example", together with the idea that every ship you see in STO comes from someone's Intellectual Property, that is not directly employed by STO.

As someone who has not gotten around to making my KDF character (though the temptation gets stronger every week since I started playing in January), and as someone who had bought this pack, I feel pretty happy with it.
With that said,
I do feel that people who prefer to play KDF do get a bit shafted, especially when you consider the available choices being outdone by something that feels like 2:3 or at best 3:4, there are more things in there to add that could make KDF play a bit more worth it. I hope Cryptic gets around to it (and CBS oks it) before they even consider putting in code for more playable factions. The starter pack should have probably included a KDF equivalents too (though for the F2P people, KDF character ceration doesn't open up until a fed character had been leveled up to level 21 from what I remember, not sure about people with subs.)
Knowing how much Steam likes to have special packs you can get through them for various games (and sometimes exclusively, like in this case here), who knows? Maybe there will be more of these packs, including quite a few really good ones for the KDF.
This isn't as bad as you might think for KDF. you can't use the ship as KDF, but from what I've heard the console is ACCOUNT bound and not character bound, so you can transfer it to a KDf dude.
Who knows, maybe Steam is working on a KDF Starter Pack. I've been waiting for the Steamrunner and have loved it ever since I saw it. [Though she's not my preferred lady of the stars, if you pardon my engineering]. I always hope that Cryptic makes more KDF Science geared ships, because of my little Orion whose been at her same level since a little before the 1st Anniversary. [Think about that].

So, while I know I will enjoy my Steamrunner there's the writer inside of me who dies a little because she knows that Giselle's story won't continue until she has her own unique PvE Storyline.
Yes, the FED get the Vesta and ANOTHER Escort, but the KDF don't get a Dilithium nerf and still get Dilithuim for just passing gas.

In fact if the quote below is ondication of the future a "Fresh Start" aproach to it is an awesome idea i think.

I disagree on the waste opinon. Both the Vesti and the T5 steamrunner seem to hold spme value among some who PvP as being good platforms for some fotm and specific ahility concept designs.

Sometimes I think I play STO just to have something to complain about on the forums.
I think we've got bigger problems right now, like the broken damage tables in elite STF, borg doing TRIBBLE damage, STF is broken, The Steamrunner is the least of my worries at the moment.
Steamrunner. Also it's two ships. Well OK, if you're reading this thread, it's just the one ship/console, the Mk 2 gear and green BOffs won't interest you.
$USD 10 is the sale price too (60% off, $25 is the 'normal' price). If Zen is selling at 100/$USD 1, then it's a 2500 Zen ship being sold for 1000 Zen. Like C-Store ships, it's an account unlock.
On the other paw, you'll have to buy it directly. No way of using the Zen you already have to get it. For now.
I'm somewhat surprised that they didn't put up a FAQ or similar on IF a non-Steam player can buy/get the ship and/or how does a non-Steam player become a Steam-player. So they can turn a frustrated steamed player into a paying, Steam player.
In the meantime, KDF-centric players will understand that as it's a 'Starter Pack' and you can't start the game as KDF... it makes perfect cents that it's a FED exclusive. In the meantime, brace yourself for the horde of new Steam players who are totally not playing that other game with the shiny-glowing swords and player abilities that kinetically move mobs around.

I would much rather prefer an original take on Klingon ship design, than some fannon-Kitbashed Romulan design.
