Would you have these come out in a pack or separately?
It almost certainly will not be a pack. We can hope, but PWE would lose too much $$$ releasing them as a pack. Individually seems the way history will lead them.
Yes I would support these 3 ships because it caters to all 3 groups. However, what remains to seen are the bridge officer setups/stations for each ship.
In addition to this another important question is the turn rate for the Ambassador because the Galaxy turn rate is completely awful. Hopefully the Ambassador won't have the same fate.
I don't foresee the tactical, science and engineering consoles much problem. The devs usually do a good job with that.
I hope they never add this one. While it would be cool to see it in an operational state, it was already obsolete by the Battle of Wolf 359, same as the Niagara-class. If they do add it, it would probably be a cruiser retrofit, since that was its original role, just like the Galaxy and Ambassador-classes. They might be able to make it a costume for the Tier 4/5.

If the class was 55-60 years of age, by the 2370's, it could be no older than 90-100 or so years in STO. The Connie, & the Excelsior are in STO. If the New Orleans Class were in service for that amount of time, then it likely was a very successful class. Even if the numbers provided are not 100% accurate; just close, then assuredly there still must be *some* ships left in service. Especially at a time of war, I doubt Starfleet is going to scrap a bunch of ships. They need every ship they can get!

As far as the Connie and Excelsior are concerned, the Constitution in-game is a reproduction, same as the NX-class. I never really saw any need for ships like the Niagara to be in the game. The New Orleans-class frigate was a Federation starship class that was in service during the mid-24th century. (TNG: "Conspiracy")
The vessel shares several design elements with the Galaxy-class. At least one ship of this class, the USS Kyushu, was present at the Battle of Wolf 359 in 2367. (TNG: "The Best of Both Worlds, Part II")
It is indeed a frigate, however; I would support her in a Tactical role, following the Chimera's example. Aside from that, if the Cheyenne is in Star Trek Online, and the Federation in a time of war, there is no real reason why the New Orleans or her sister ship the Springfield would be blocked.
The Niagara as has been pointed out on its own thread, is Ambassador-related.
