Sorry for the ongoing silence on this issue, folks.
We recognize the inconvenience that a lack of clear indicator has caused on the Exchange, and are still discussing additional (or alternative) solutions to the underlying mechanics we were seeking to address.
I'm afraid we can't comment further than that on the issue at the moment. Just wanted to let you all know that it is definitely on our radar, and under discussion for additional resolution.
So what I get from this is, it is not a bug. They just never thought people would sell the Fleet bought Doffs on the exchange. So they never thought to put a special marker on the Fleet bought doffs, so people could tell them apart.
I know a roll back is well past the point of use, unless you roll back a week and I think half the community would be getting on a plane to come hunt your TRIBBLE if you did that.
So how about you disable the uncontribute code in a hotfix. To allow us to contribute the current doffs we have now and then release a patch at a later date, that will have a marker on fleet bought doffs.
Not one of us knows the actual problem they were trying to address with this patch. Were they patching an exploit? Were they patching something in the code that could cause a crippling catastrophe with the doff system or fleet credit system? We don't actually know. Give them time and they're sure to provide a reason for what they've done. It's only been a 2 business days.

Actually, they were told this was going to happen after the patch to Tribble on Wednesday. They didn't acknowledge the community warning and still let it happen on Holodeck on Thursday. It was late Friday before Borticus even acknowledged that the problem was, in fact, a problem - as opposed to "working as intended."
And frankly, when you have completely screwed up the exchange to the point where buying any common DOFFs is a game of russian roulette, two business days is two too many to have not addressed the issue.
Think about all of the weekend-only gamers and non-forum readers who got ***** in the exchange buying useless DOFFs all day Thursday, Friday, Saturday, Sunday, and so far all of today.
Frankly, you don't know what they fixed by this patch. They made a change to a mechanic that resulted in a change that nobody liked or approves of. For all you know, the patch stopped the game from deleting the entire database for every character and every ship in the game.
The point is, you don't know why they did it, all you know that they did it and it sucks. But people constantly complaining and try to come up with ways to "fix" this, isn't helping anything. They're aware of the issue, they're working on a way to fix both the issue they needed to fix originally, and what has happened due to their fix. That kind of thing takes time.

We don't know because PWE hasn't told us, and they haven't told us because they've decided not to. Invoking the NDA as an excuse is asinine because the NDA is invoked by company discretion, so all that means is "We won't tell you because we've decided not to tell you."
It all adds up to the same thing which is that PWE decided to not discuss the issue because they don't feel they can be honest about their intent regarding the game mechanics, and for that, no one deserves blame but the company.

Since you like the word "Frankly" I will tell you frankly that what they did was frankly irrisponsible.
They put the Starbase doff vendor in there to spend fleet credits on and informed the players that this was a new feature - and that these doffs could be used for starbase projects.
Then they removed this feature without informing the players that they were doing it. Frannkly that is bad business and deceptive practices that would have most other corparations in hot water.
They continued to allow the sale of these "tainted" non- functioning doff's to continue to the point of this writing - frankly I believe that is criminal - they are stealing money from people on a feature without informing them that the feature no longer applies - and if someone spent money on zen - converted it to dilth - then contributed to a starbase project to get fleet marks and spent that on doff's they are led to belive will work on the starbase - that is both deceptive if not outright theft!!
Most companies selling a deceptive product without informing the players that the product has changed would be facing lawsuits. They have yet to make a formal announcement that they are no longer able to be used in fleet projects. A posting by a Dev in a chat forum is not a formal release. This makes the issue even more contentable.
More to the point because PWE is afraid of saying "we screwed up, sorry".
Don't even argue the point. No matter how you look at it somebody screwed up. it's unfortunate that PWE is collectively so insecure, as I think they should know by now ....... the playerbase is very forgiving and just wants the best oportunity to enjoy thier time/money.

Your post does bring up another bone of contention with this entire situation, actually.
Did you know that the thing about making Fleet doffs unslottable on fleet projects wasn't mentioned in the Tribble patch notes? Initially, that led some of us to believe this was a bug. When this was brought to the devs attention, they said it wasn't a bug but was by design.
And then, they didn't mention it on the Holodeck patch notes. Surely they knew this decision regarding fleet doffs was going to cause customer resentment. They had two chances to tell us it was going to happen. They chose not to.
I'm not saying Cryptic or PWE is evil and intentionally TRIBBLE people over or any of that conspiracy stuff - I am saying that you offering justifications and saying "things takes time" is cutting them more slack than I am willing to cut them at this point.
When a company that largely relies on customer good will makes a boneheaded decision and is called out on it, a smart business owns up to the decision, explains what got us there, and fixes it. When the boneheaded decision leads to a fairly important part of your game not working at all (DOFF exchange is important to DOFF re-sellers, fleet projects, DOFFing in general) then you fix ASAP. You don't let players get taken advantage of going on 5 days now and leave it at "We did something dumb, can't tell you why, and we will maybe tell you how we will fix it, as soon as we figure out how to fix it."
Since you like the word "Frankly" I will tell you frankly that what they did was frankly irrisponsible.

I think that this is completely accurate. I love the game and never come to the forums before I was ripped off by this mess. Why should I have to come to a sub-section of the formums to find out that the company has made a change and i have lost time and money? They proudly put in this feature and pointed it out to use then go ahead and pull the rug out and don't let anyone know that they are doing it!! And as you said they STILL have not made a formal release about what they have done! Shamefull Cryptic, truely shameful.
More to the point because PWE is afraid of saying "we screwed up, sorry".
...collectively so insecure...
This is it. That's really all there is to it.
Realistically no one is going to sue PWE no matter what they say. No stockholder is going to sell stock because they said "we made a boo-boo". No one is going to quit the game because they did. This is insecurity plain and simple.
They can only gain by saying "ok, sorry we messed up, here's what we're doing about it and why".
Just because PWE is a corporation that makes money doesn't mean their judgement isn't clouded by collective insecurity. Human foibles.

I don' usually quote myself but I have very strong feeling about this as do many others. I am not suggesting that people will sue the company, that is just plain silly, but because I love the game so much and appreciate Cryptic's hard work I am extremely disappointed in the fact that they not only did this BUT are continuing to let this fester for almost all players - it's like a wound that will take longer to heal the longer they wait to fix it - and worse then that I do believe that some people will leave the game over it or stop buying things - and that is the WORST thing that could happen because it puts the future of this game I love in jeapordy - whether they want to say it or not.
4:45 PM PDT - No official update from PWE regarding th Fleet DOFF issue.
Just sayin'......
Comment if you wish, argue if you must. I've been playing GAMES for a long time and can say in all honesty that i have never seen anything like this. YMMV of course, but it makes the situation no more acceptable.
PS. PWE has just listed the Brooklyn Bridge in the Z-Store for 10000-Zen.
You've never seen anything like this? Really? I've seen countless things in game like this - and many much, much, much worse. Want an example of much, much, much worse? SWG NGE, 2005 - and SWG lasted for over 6 years after that.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Getting worked up over Fleet DOFF issues, for a side project in a game that you don't even need to do to fully enjoy the game - as we managed to fully enjoy STO for 2.5 years before Fleetbases - certainly is a YMMV issue.

Well, obviously its of more concern to some than others. Seems kind of silly coming in here just to point that out. As far as it being a side project, for some of us that have been around for the last 2.5 years, its really the only thing to do that we aren't completely sick of.
And, incidently, I don't think you get to decide what parts of the game are important to others and thier full enjoyment of the game. You might not care that much about how jacked up the common Doff situation is, but to others, it may be a major factor in thier enjoyment of the game. Again...YMMV.
" as we managed to fully enjoy STO for 2.5 years before Fleetbases...." is also kind of shocking to hear from someone who is usually one of the more reasoned posters on here. Thats like saying "we managed to fully enjoy vanilla ice cream before someone came up with chocolate ice cream..." Yes, we enjoyed it, but now we enjoy this other thing, too, and would appreciate it being fixed. And we are a vocal group and are going to complain until its fixed or the situation is more effectively communicated than "we can't tell you about it. We'll let you know when/if we come up with a solution..." (paraphrase, but its the gist)
long story short - touch my chocolate ice cream and you will DIE! :-)

I guess my perspective is that they changed a system that's only been in the game a couple of weeks. We're not talking about them cutting Dilithium by 30% from all missions, or whatever. We're not talking about them changing a system that's been in the game for years, or even since FTP. It's just a system they decided to fine-tune a couple of weeks later - and it's not even a major system in the game, as it only affects a very minor system in the game.
Ultimately I think people just like to get worked up because they have nothing better to do. YMMV

What are you basing this statement on? The sole focus of an entire season was fleet bases, that doesn't seem minor to me. And TRIBBLE up the exchange for all common DOFFs, which are important to Doff missions, Doff resellers, buyers, and fleet project junkies affects a lot of people. Fleet projects might not be your thing, but you really aren't in a position to determine its relative worth to the vast majority of STO players.
You seem to be trivializing an issue simply because it isn't of major concern to you. Thats fine, but if its a trivial issue to you, why post something in a thread about the issue that attempts to trivialize the issue to those that think its important? I think the proper thing to do in that case would be to start a thread of your own called "Fleet Doff whiners - why I think they are wrong....and whiners"
Getting worked up over Fleet DOFF issues, for a side project in a game that you don't even need to do to fully enjoy the game - as we managed to fully enjoy STO for 2.5 years before Fleetbases - certainly is a YMMV issue.
By that logic, they don't need to change anything about STO from now on (no adding, no removing, no changing), "as we managed to fully enjoy STO for 2.5 years before ______".
What are you basing this statement on? The sole focus of an entire season was fleet bases, that doesn't seem minor to me.
I'm basing the statement on the idea that Fleetbases are a side project in the game. They're not necessary to play the game. There are literally tens of thousands of people playing the game right now who aren't even in Fleets - and they don't feel they are missing anything.
As far as the Sole Focus, I find that meaningless. Shooter Mode was a major focus in Season 4, yet how important is Shooter Mode to the game?
And TRIBBLE up the exchange for all common DOFFs, which are important to Doff missions, Doff resellers, buyers, and fleet project junkies affects a lot of people. Fleet projects might not be your thing, but you really aren't in a position to determine its relative worth to the vast majority of STO players.
I do think the Exchange was an issue - but I think it's a mistake that will get fixed.
And it's not that I'm not into Fleet projects. I just don't believe them changing something on August 23 that they introduced to the game on August 10th is a big issue. They do these things all the time when they change Ship Powers, Traits, etc.
People don't get hosed on expensive DOFF purchases that turn out to be useless when they change the cooldown on Tykins Rift, thou.
And yes, I know what you are going to say - EC is easy to come by - that isn't the point. It still took game time to earn it, and I would prefer it not to be wasted. And I feel really bad for the people who are new and/or never read the forums. That has to be a pretty stark WTF moment. And the new people are the ones that are going to have the least amount of EC to be wasted, too.

Lets see.....
PVP
KDF
Elite STFs
Defera
Nukara
Duty Officers
VA Ships
Crafting
The list could go on...
The only thing "necessary to play the game" as far as I know is running through the tutorial once. Could you please explain what ISN'T a "side project" in STO?

I freely accept that the Exchange issue was a MAJOR TRIBBLE UP on Cryptic's part - and it's unfortunately one that they're not going to make reparations for, IMO; but it is one they will fix so that it doesn't continue to happen. The best thing I could tell anyone right now is don't buy any DOFFs from the Exchange right now - even if that stalls your Fleet project for a week.
But the rest of the Fleet DOFF changes don't bother me. If I have to upgrade/downgrade to get useful DOFFs for Fleet Marks then that's what I'll do. At least I have something to spend those hundreds of thousands of FMs on.

Yeah, my only objection regarding this is the stupid tedious travel back and forth from starbase to academy. If they leave it like this, they need to put a personnel officer right next to the fleet doff vendor.

love the shirt
Well, yeah, and that too.
By that logic, they don't need to change anything about STO from now on (no adding, no removing, no changing), "as we managed to fully enjoy STO for 2.5 years before ______".
As far as the Sole Focus, I find that meaningless. Shooter Mode was a major focus in Season 4, yet how important is Shooter Mode to the game?
I do think the Exchange was an issue - but I think it's a mistake that will get fixed.
And it's not that I'm not into Fleet projects. I just don't believe them changing something on August 23 that they introduced to the game on August 10th is a big issue. They do these things all the time when they change Ship Powers, Traits, etc.
But the rest of the Fleet DOFF changes don't bother me. If I have to upgrade/downgrade to get useful DOFFs for Fleet Marks then that's what I'll do. At least I have something to spend those hundreds of thousands of FMs on.
Yeah, my only objection regarding this is the stupid tedious travel back and forth from starbase to academy. If they leave it like this, they need to put a personnel officer right next to the fleet doff vendor.
Let us upgrade the Seleya Ceremonial Lirpa and Kri'stak Blade
Starbases are like a future version of a Mayan temple with all the doff sacrifices!
I am getting ready to have to expend some purple doff's and I just dont want to do it!
Thx
