I'm maxed out in accuracy, and have tried the lance. It doesn't work well for me. It hits, but (for me) really doesnt do much more damage than a good Beam Overload 3 does.
BOL3 crits for roughly 25k, and requires a LT com station (which only 2 cruisers have). The lance crits for over 50k (highest i've seen was ~56k), and does not require any boff slots. The draw back obviously is the 3 min CD, which admittedly is rediculously high.
In PVE 50k may not seem like much as tac cubes and gates have rediculous hull points, but in pvp, a good crit can 1 shot many ship, especially if you've had a chance to beat on it a little before hand. I honestly do not understand how BOL3 and lance do the same dmg for you.
And just so we're on the same page, you're not just randomly pointing and shooting the lance at some just shooting right? You're using all the tac dmg buffs, tractor beam, and within 6k before shooting right? And maybe not all tac buffs are available, but certainly AP alpha and FOMM should always be available, and most of the time GDF should be too, especially if you're under near 50% hull strength, I do belive it is worth waiting for GDF.

I agree that the DN does need more, but a LT. CMDR tac station may be too much, thats the claim of fame for the Excel'. Possibly two LT. Tac stations could be better.

I understand, and sympathyse with what you are saying, but I am looking at it from our side and Cryptics as well.
I run the Assault Cruiser on my Engi captain for the extra tactical as my engi tanking is performing quite well. With all of the discussion of builds and what not, i see that pretty much everyone highly favors the 'foward' damage aspect. I reversed that because of the natural tendency of npc's to avoid the front arc.
My build is 4x turrets on front, 3x beams on rear, 1 rear torp.
My tac slots are all disruptor dmg boosts, sci slots are dual bio monitors, engi slots are tank, tank and more tank (~40% resist across board)
I make stuff go boom nicely and still keep a strong tank ( + threat skill) going that lets the escort tac's do what they do best... make stuff go boom 3x faster than an engi.
My Tac officer just got the Defiant....barely logged 1h flight time.

lol if you can't get more dps out a galaxy-x than an excelsior then i'm mpretty sure you're not doing it right. and there is just no way the galaxy-R can out dps all those ship... galaxy-R is more like the odyssey... tank/heal heavy and low dps.

Assuming the exact same weapon build, the lance gives about the same amount of extra dmg as the Lt com/Lt slots do in a 3 min time frame. I do see this all the time, people saying that the exta tac boff power makes all that much of a difference, in reality its not an extra tac boff, its just an upgrade boff, because the GX still has the Ensign. and when a wwell speced GX can pull over 500DPS from the Lance ALONE, the excel cant keep up.

Not to over simplify, but your primary trait skills are either Ground or Space, and ideally you will want to lean towards all Space or all Ground for the best over all advantage.
Beyond that, look carefully info each of the traits to see which will best support the way you want to play.
You may not really know how you will want to play until you have played a few weeks or so, and that's when you might want to roll another character, to do things a little differently.
As far as the ability to have the most flexibility, typically the Alien Races allow you to choose
all (4) traits, rather than being forced to use 2 or more, associated with the race.
Also, don't forget the Liberated Borg option available with a Life Time membership. This option offers some nice buffs over the other race options.
