Each department requires 10,000xp and each mission grants 1,000. So if you figure that you have 1 mission of each department running constantly you can get from 0 to 10,000 in about 10ish days.
T1 is reached by completing 30 projects to earn 1000 SB XP. T2 is 3000 SB XP so I'm guessing at least 60 projects / 17.6 days from T1.
Not all projects earn 1000 XP. The provisioning projects for ships only earn 500. There's also a rapid provisioning project (30 min timer), that only gives the ship provisions - it costs 200K dilithium, earns no XP, but rewards 5 ship provisions.
EDIT: Also, when you complete a starbase upgrade, you automatically earn 1500 XP in each category as a reward.

The number of projects done are meaningless. Only the XP matters. In theory, a fleet could get to T1 by doing 2000 Special Projects and an upgrade project to unlock the T1 Starbase, but requiring 1.2 million Fleet Marks makes it impossible for most.
Getting to Tier 3 should be possible on a solo fleet with alot of effort - but a T5 - not in the lifetime of this game(well maybe if you played 12hrs a day then after 3 years!)

But I wonder how that is going to work since we are only tier 1 in tactical, and not really close in science or engineering, but our overall Starbase "upgrade" to tier 1 is about to complete. It's rather confusing. Also is this when we can start provisioning our stores with the special weapons and consoles that I've heard about?

Can do an upgrade to add a Tactical Duty Officer contact, but that should be available immediately after you finish your Starbase upgrade. Completing the Starbase upgrade also give 1,500 XP for each of the categories so that helps a bit.
It looks like projects that give you something, give less XP. The 20 hour projects for shipyard, military boosts, and military operational assets only give 500 XP while the 30 min project that costs 200k dilithium gives the same benefit as the 20 hour shipyard project, but no XP.
Need to do Science and Engineering for special weapons and consoles. Military only gives ships.

No you can't. At the most, you can run 2 projects in the same category. Sometimes, only 1, and sometimes none. Once you reach 10,000 XP, you unlock the facility upgrade project. If you start that project, the 'regular' projects in that category no longer become available.
For example, we finished tier 1 shipyard two days ago. Once we started the shipyard upgrade project, we could no longer que up military projects in the regular slots. We had to wait until the shipyard completed before the military options became available.

where is the info on what is required for T2,T3,T4,T5? Or is this not avail unitil someone unlocks T1 and then finds out?
