I did a bit of testing of the adjusted chroniton effects on Tribble with the help of a friend (thanks, @Ainu!), who chucked chroniton torpedoes and mines at me non-stop in a Kar'fi with frigates.
I have 6 levels of inertial dampeners, and an Omega deflector that adds some more inertial dampener skill. I didn't have the time to try zeroing out my spec or full speccing to see how things changed with skill level, so my impressions are mainly a comparison with how chroniton procs feel to me on Holodeck.
It appears chroniton torpedoes and chroniton mines give separate debuffs instead of a single stacking debuff. The debuff from the mines has about the right feel, but at my current level of resistance the debuffs from the torpedoes hardly ever last long enough to stack more than twice, and twice is fairly uncommon -- I would suggest that they be given a couple more seconds longer duration, or else chroniton torpedoes may feel too nerfed for anybody to want to use, especially since the entire debuff stack can be completely cleared with APO.
