Vor'Cha refit missing from C-Store?

I filed a bug on this and did some searching, but wanted to see if I was alone.
I'm Captain 2 KDF now and have been dying to get to this tier for the Vor'Cha variant. I click into the C-Store and NOOOOOoooo!! It isn't listed there in any form. Has it been pulled and I missed it? Perhaps it is just me?
