TOS Enterprise Customization

I pre-ordered STO and picked up my Original Series Enterprise ship "costume." Forever ago when I was low enough ranking to make use of it, I was using the Constitution class as my current ship. I was able to customize the hull material, windows, pattern, and color.

Recently, I created a new character, and also picked up my TOS Enterprise. This time however, I cannot customize the look of it. Is this a glitch, or is this the way it is?

    im having same problem i believe its a glitch and its being looked into.... im sure i read it on the forums somewhere...

    any news cryptic?
