Purchased Multiple Additional BO Slots: Unable to Commission Officers into Them

I purchased via the C-Store several additional BO slots on my Lieutenant Commander 1 level character. I now have 12 BO's commissioned; 4 BO's on the assignment tab; and 6 remaining purchased BO slots. When I try to commission my remaining officers in the assignment tab, it won't let me.

Please advise, anyone?
