Unable to join Open Instance Team

System

This is something that I am seeing a lot now. I like to play on advanced/elite and I think that if I jump into a system with my settings higher than whomever is in the same system currently, the auto join team process fails and I get sent to the system solo (every time). Not sure if this is the intended behavior or not (not even sure if my guess is right) but I wanted to report it as the error message is beginning to get annoying.
