Cannot Train sci officer

I have a science officer at the Commander Rank that for some reason I can no longer rank up any of her skills. All of my other Bridge Officers are fine but for some reason this singe one will not rank up even if I try re-training skills. This has been an ongoing problem for a few weeks now and nothing has changed. Whenever I try to train any skill it just says "Their was a problem ranking up your officer". I would rather not delete and try replacing her in case it happens again.
