The kzinti could easly be launched along side the Catains. By imposing different morphing constraints and different racial abilities they could effectively launch 2 races at the same time.
Actually, no, they couldn't. The Kzinti are still owned by Larry Niven and not licensed to the Star Trek IP; you probably couldn't even use the animated series versions due to a legal row over them back in the day. To put the Kzinti in separately would require some extra hoops and shelling out more money to license them.

I hope Caitians are coming soon... but looking at what content is next up, and which content is delayed... its like they are spinning the wheel of fortune... er the wheel of procrastination on a daily basis.
Personally, I don't understand what is so hard in designing them.
The issues he mentioned when making the Catians mostly had to do with making the new shader effects to make the fur look like fur. Currently, the only fur I have seen in game that moves and looks like fur are Tribbles. They also happen to not really look like fur. So I am assuming that he is having issues with getting that looking correct atm.

See 'Mirak' in Star Fleet Command 2.

Engineering Reports FTW!
If enough people want them, sure.
I got mine! Pretty cool! Thank you!
