Basically, it means that someone can't ever be attacked without somehow having agreed to it. So yes, we might do PvP zones...but you'll be notified while entering that the zone is open PvP. Believe me, I badly want open PvP zones.
About the only thing that will drive me from this game is "open PVP".
I have yet to hear a single, valid, logically consistent argument about how open PVP is going to improve my game experience if I don't want to PVP. Oh, wait, that's because it can't.
If you want an "open PVP" where people can decide (perhaps at character creation , perhaps on a toggle) if they wish to PVP or not, that's great. But I am not going to pay money for any game where some griefer can decide he wants to ruin my play becuase it's fun for him.
For the people who suggest that this is the point of PVP -- no, it is not. Playing a game requires at least two people mutually consenting in order to have fun. One person -- often much mroe powerful than the other -- doing something to the other that they enjoy and the other doesn't is not playing a game.

Maybe if you bothered to pay attention to anything this community has talked about a million times you would have a point here.
It is my experience that PvE heads are so bigoted against PvP that they fail to understand that we have been always talking about a CONSENSUAL Open PvP Zone. Yeah there are a couple of guys that want a "gankfest", but the vast majority of us have always said that it should be a 100% consensual. Grab some context instead of trying to ruin other people preferred play style. We all enjoy this game why does your way have to be the only way??
What is with all the hate towards wanting a decent PvP game?? I just don't get it.

You sly dog...err..rabbit...deer-like thing, you! Where have you been?, We need your reassuring words here a bit more.

No one(but a small minority) wants to gank you in Sol system...we want war zones as part of a war campaign. Entering the war zone is the hopeful consent to PvP. Believe me, its woefully understood you pure PvE guys dont want to be bothered by our war...we dont want to be bothered by your protests. we just want meaningful PvP content also.
I will say that the neutral zone needs to be militarized and made open PvP...all the area's PvE content needs to removed from the physical neutral zone that is sector space...and PvE content "staged" in the neutral zone being instanced from their respective faction territories.
I would like to see something like warhammer online, where we get to attack bases and progress to the next base, i mean we don't want to attack the sol system (woohoo killing light cruisers as they turn slower than my carrier) but if we capture all bases and keep them held reward us with something. I think personally this would add a little incentive to play end game. Like i don't want to scan borg cubes and kill repair hubs WHAT IS THAT GOOD FOR LOL. Gimme something to do.

1. If consensual open pvp, then more subscribers.
2. If more subscribers, then more content.
3. If more content, then improved game experience for rpg newbs.
4. Therefore, consensual open pvp = improved game experience for rpg newbs like yourself.
I don't agree, and you'd have to show stats to back up your stance. PVP is important to YOU, but that doesn't make it a universal truth.
Two things:
1) PVP has a bad rap because such a large portion of it is more akin to griefing than to being a sports event. Every time some goober takes his shiney, recently-purchased character into the "lowbie zone" in order to see just how abusive he really can be reinforces this concept. Over time, general ******tery has done too much damage to make PVP embraced community-wide. Until we learn good sportsmanship - things like "Hey man - nice kill!" instead of "you ^$$%$*$-holes!" and NOT committing the online equivalent of a drive-by shooting - this will most likely remain the defacto public opinion.
2) Jack stated once that he'd wished he'd broken out of the Tank/Healer/DPS mode for City of Heroes. You can really see this vision in both Champions Online and STO where you can customize your characters to excel in any of those areas or be a hybrid mix. It's created what my son and I call the "next generation" of MMOs - in other words something different then just reskinning races and changing lore but the basic approach remains the same. I'd like to see him apply that unique vision to PVP as well. In other words, don't go Open PVP Zones, don't do PVP queues, etc., which we've all seen before. Break the mold - give us something new. I'm like Cocoa-jin - I want to see yummy meaningful-pvp deliciousness.
And, in light of PVP good sportsmanship - I'd like to give a shout-out to Syzygy! Last night I did some games and his ship was awesome and I had a great time futilly pounding on his hull. Good attitude - good games. Had a blast.
Too bad leveling on the Klingon side is not consensual, your forced to PvP just to be able to level. So the statement about STO PvP being consentual I have to say is false.
PVP zones are a must. I want my pvp experience to have meaning. If i am sneaking around cloaked it should be for commerce raiding or planetary raids. I should be able to board merchant and fed ships and attack . Can you imagine the ice miniing planet battles player vs player it would be great.
As a Fed (yes I play both) I want to be a convoy escourt, protect Federation outposts and liberate captured and exploited territories. In short for both sides I want pvp to have depth and meaning.
And open area where to enter is consenting to pvp could lead to this. There should be pvp missions involving convoys etc and places that are neutral where both sides may compete for objectives. Think Berlin in every cold war spy movie. This would give all of the secret orders and intel agency types a reason to exist as well and encourage ground based pvp skill use.
If something like this was in place the depth of play would be wonderful. This player environment combined with PVE content would create loads of interest and many happy subscibers. If you don;t like pvp you can avoid this, but if you want to try to get your feet wet in it after time it would be there.
i loved being ganked by guys 10-20 levels higher than me when levelng atoon.. especially when they sucked at playing and i end up killing em... RANDOM PVP ftw!

The open zone would be one you agree to enter and you could level cap the difference in levels to control this. Everquest had limitations on level differennce on their pvp servers. This keeps a high level toon from preying on those who have no chance. Of course you still could find yourself facing a large group but in war you might expect that to happen.

Two words: Kahless Expanse.
Exploration missions are coming (it's up on the test server right now); for you "I don't want to be doing science stuff" crowd, the Klingon version leans more towards military style ops (patrols and the general blowing up of stuff) than the Federation's version.

Yay ... the first wonderful thing I have heard out of a devs .. typing fingers.

This is pure win! Now how about some meaningful pvp for territory or something....
Thanks Jack. I am greatly impressed with amount of communication the entire STO team is having with the community!

I support this idea. Now, back to killing Klingons!
Yeah when I read that I felt sick. They really need a neutral zone that factions can freely attack other factions... I mean that's how it is in the movies and tv shows right? Maybe what was meant is a warning that displays, "Warning you are entering the Neutral Zone and maybe attacked freely by other factions" before warping in?
But I doubt it... look at Deep Space Encounters... you get caught, you click warp out, and you are out. Only thing Deep Space Encounters do is catch people who put there ship on autopilot while they run to the restroom.
Edit: lol guess I should read more than 2 pages in

If Capt.Kirk was in on these discussions, he'd approve of it.
