Well, how 'bout give the Feds a cloak? If my memory serves, they not only had cloaking tech available (on the USS Pegasus), but it was also a Phasing cloak.
The fact that the cloak on the Pegasus was a massive failure and didnt work would be a good reason to not use it.

I can already see the Fedbear complaints and calls to nerf the Romulans as soon as they become available. Those Romulan heavy weapons are going to be nasty, and hilarious to hear the cries of dismay from the Fedbears.

The Breen ships are potentially the Federations worst nightmare. As they spam what would probably be classed as a type of viral matrix as a default weapon effect.
I wouldn't say 100%. I have never whined about Klingons having cloak. I'll take the tme while you run away to make as many repairs to my ship as I can.
In my eyes, cloaking during battle and running away makes the Klingons that do so honorless. Keep your cloak and use it often.

Fleeing and not attacking would indeed make someone a coward, cloaking and coming back in for another attack run taking the enemy by surprise is definitely NOT cowardly.

And we get to the heart of the matter right there. You want nice, "honor" minded Klingons who will sit still all the time and be properly shot to pieces when the situation is against their favor.
There are times when I have to do that, much to my displeasure, since I'm a Negv'har skipper. I have no battle cloak, so when I drop cloak and join festivities, I'm usually there for the duration of the fireworks. Once I fight, I'll keep punching you in the face, since I hit hard enough that you can't just ignore me. If that gives the BoP captains the opportunity to weave in and out of the fight, cloaking and decloaking, as they are DESIGNED to do, then so be it. If it gives the Raptor captains a chance to live just a few more seconds and hit hard with all their offensive capability since they have no battle cloak, then so be it. If my prolonged presence in a fight helps keep the Carrier captains alive longer (they draw ALOT of fire), then so be it. If my prolonged presence and eventual destruction is required for the rest of the guys to escape safely to cloak and regroup, so be it. I'll go out in a fighting withdrawal like Kor, the Dahar Master, and hopefully save the rest of my team in doing so.
But make no mistake... just like other veterans of the KDF, when the opportunity presents itself, I will cloak. I will hide, and I will prowl. Like the predators we are, we look for the weakest links. You can tell yourself who they are in your own Federation lineup, just by their performance. When the opportunity is right, then I will join my comrades to pounce.
What I find as a disservice to the Empire are the captains that feed into an obviously hopeless fight to get themselves killed and their ship blown apart, for no good reason, and not rally up returning units for an organized counterattack.
What I am responding to in this thread is a few Klingons enjoy calling all of the Federation Players cowards. We don't have a cloak to hide behind when things get rough.

I want Open PvP atleast along the neutral zone. I hate waiting to go into battles. That is why I don't PvP much anymore. By the time I get the join tab, I'm out of the mood to PvP.
Is the ground PvP easier to get into?
The last day of Open beta was great when they opened the server up to open PvP. No I didn't enjoy shooting the Klingon ships when they warped into help take out the Borg.
What I will aways remember from that night was, the last ten minutes of Open Beta I was going to park my T3 Cruiser at Wolf 359. What did I see? Four Klingon ships and one Federation ship going at it so I joined the fight. It was the most fun I have had to date. The server shut down with a Klingon ship, and my T3 cruiser dueling it out.

I havent used cloak since a few days after STO was released properly as i am a full time carrier captain.
