The main problem I see is that most of the PvP players quit, since Klingon PvP content is no better than Kahless Expanse in terms of complexity.
There's more time and effort put into the first 10 levels of Fed PvE content than was put into the whole of Klingon PvP content.
Maybe giving us more PvE will help but it's missing the point -- PvE players are already happily playing as Feds. PvP players are quitting because the promised PvP faction has almost no PvP content.
Whatever happened to "house battles", too?? I had envisioned actual Houses that you had to sign up with permanently and regular KvK combat. Instead all it turned out to be was the FvK maps with a name change. Cryptic dropped the ball on House vs House content entirely.

A: There is only one Star Trek Online server. PvP is restricted to designated sectors of space (far-off reaches of unclaimed territory). Consensual PvP and competitive PvE occur between the realm borders (the Neutral Zone).
I know they have implemented a test server "Tribble" but regarding what is in their FAQ, guess that's how they intended the game to run
Getting Klingon PVP at tier 1 is next to impossible nowadays unless you like waiting for upto an hour at a time for a map to start. They do need a lot more lower level PvE content.

If the problem is lack of Klingons, it's because the PvP offerings just aren't interesting enough to get more PvPers to go Klingon and stay.
More PvE might be a workaround but better PvP is the real fix.
I also don't see a reason why we can't get some mixed-level PvP. A level 10 BOP can still do some damage in PvP against a high level player (RSP is nigh-invulnerability at any level). I could certainly come up with a design or two for games like that where low levels can still have fun mingling with high levels from both sides.

As I have linked above, therer is supposed to be BOTH forms of game play for klingon that Cryptic provid, so, in the interest of fixing the problem they have to fix both, not just PVP or PVE, i'm not focusing on one or the other, however some are.
Also, from what I have read so far there is more PVP content klingon side as opposed to PVE hence, more PVE content needs to be added to balance the scales of both play styles, but in the end, both forms are lacking on klingon side.
