Most of the straight on mugshots people are using are the images generated by the save/load feature of the uniform editor.
For mine, I turned anti-aliasing off in the video settings, then zoomed in as close as I could in the character editor, then typed "/screenshot" into the chat window. That gave me .tga files which are crisper than the default screenshots (.jpg format), which let me take away the background colours. Then I shrunk them down to fit in the squares I drew up.
As far as a good place to grab a picture of your captain out in the world, taking a screenshot in front of the main screen on your ship's bridge is probably the best bet for most skin colours. Obviously if your captain has a monotone dark gray/black skin colour it won't work out as well.

For my bridge shots (links in my signature and posted here in this thread somewhere), I did a LOT of cropping, re-positioning and even added artificial shadows here and there. For the characters sitting in the helm chairs, I had to play around with what BOffs were stationed, waiting 15 minutes in-between for the Bridge instance to reset, to get the right ones seated in the correct chairs. The other BOffs were cropped in, their images taken from inside the Tailor.
The base bridge graphics are actually cropped up, copied and pasted sections, comprising of 2-4 pieces, overlaying certain parts.
I used to be a web designer and graphics artist, dealing mostly in web-based graphics and graphical/photo editing. I use a $300 program called Macromedia Fireworks (now owned by Adobe). I could never get comfortable using Photoshop or GIMP, even though both those are awesome in their own right.
I came up with this idea after seeing the female Andorian on this page. There was just something about a blue Andorian in a blue sciences uniform that just struck me. For a long time now, I've toyed with the idea or creating a crew which is color coded to their uniforms, finding some race that is red skinned for the red uniforms, and yellow or orange for the gold uniforms. A yellow furred Caitian for the gold occured to me instantly, but I figured the big question mark would be finding a Federation species of alien with red skin.
Sure enough, it was pretty tough, but I finally decided on a Saurian, as an option that comes close enough to red. I also used a Rigelian for the gold (the tatoos on her face are yellow, even though her skin is flesh tone) because I want to put off the Caitian until I have more C-store points or Dilithium, or both. And the Orion captain I had to create as an Alien, so I could put her in a Federation uniform. (Plus, only the Captain rank matches the green)
Of course, since this is TOS colors, the gold is Command while red is Engineering. But I like the way this turned out, although it looks something like Ted Turner colorized it.
As a nod to the original inspiration, I had this crew thrown forward in time, too. I had originally intended to purchase a Benzite, but chose a Bolian for the second Science officer instead. She isn't from the original crew, though, as Bolians never appeared in TOS. Also, I may add some male crewmembers to the crew eventually, but half of the look is the skirt being in that same color.

I can work with that but I would prefer using the head and shoulder shot you get when you first get the boff or when you interact with one of them during a mission. There's no way to forse generate that, is there? Or maybe a foundry mission that runs through your bridge crew?
