input lag on menus

So in-game seems to run just fine on minimum specs, but menus are all extremely delayed and choppy which makes it very annoying and time consuming to adjust simple facial features while creating a character.

Vista
AMD Sempron DC 2300 2.2gig
3gigs RAM
NVIDIA GeForce 9200

I'm not tech savvy so I don't know what to adjust D_:
