The first ones you find give you the rank 1 items (colored red)
Later, you start finding ones that will give you the rank 2 items (colored light blue)
(or sometimes both rank 1 and rank 2)
When you start finding the rank 3 items (green) you seem to stop finding the rank 2 items - you find rank 1, rank 3, or rank 1 + rank 3.
Is that intentional? Because it basically forces people to grind in the 2nd exploration area for ages to unlock the 2nd teir of "crafting."
