Skills Bug - PLZ help!

I am a L-C lvl 11 that cant access LC skills!!!! Ive send a support ticked but that also seems buged!! When i go to review the ticket said i have none open O_o

    try gettinng 200 skill points first see if that help tier 2 skills require 200 points
