Will the New Officer missions ever work?

1 out of 4 of mine have worked.
The first one offered me that Betazoid Science Officer. Didn't ever make it to me.
The second one gave me a Trill Science Officer. This one worked.
Another one didn't work.... (maybe I switched 2 and 3)
My latest one is offering me a Saurian or whatever. When I try to complete it I'm told that my Inventory is full.. it's not...
Also is there any chance on a refund? Ever? Some of these are getting pretty rare and it sucks to miss out.
