Strange glitch due to lag

System

I was on spacedock trying to promote one of my ensign BO's to lieutenant and it wasn't going through next thing I know my BO is a captain and im still only a lieutenant commander.

I have access to her skills but I cant rank anything up anymore because when I hit apply it gives me an error.
