No, he's talking about Romulan Heavy Plasma Torpedoes. They're significantly different than the Plasma torps the Fed can equip.
In OB, they literally hit you, bounce around your ship, bounce off the shields, hover away from the shields... then slam into you again and repeat the process. You read that right -- they literally bounced then hovered then bounced again -- the same torpedo. It was actually a huge green ball of energy, much bigger than any other torp I saw in-game.
I remember during the Minefield mission, the most 'bounces' I could take was 5 IIRC. (I was a high Lt Cmdr at the time, so my ship wasn't real strong though) The Romulan Plasma Torps actually damage the hull even on the first "bounce." (this was fired from an escort... but this was also after the big patch that made enemies tougher).
Only mid-high level Romulans had them like that.
Anyhow, someone said they nerfed it already.
All you had to do was shoot them with a phaser, or use that one BO tractor-repulse skill.
