Ground combat pet - Badgey

The ground combat Badgey is only summonable if there is a target. Other ground combat pets can be summoned regardless of a target being present. Is this an oversight with Badgey?
If I try and summon it without a target it will go on cooldown without it appearing. Also, my other combat pets can be summoned in social zones like ESD and DS9. Badgey cannot be summoned here.
Also, why does Badgey have an extra long cool down as compared to other combat pets?
