Randomly unable to upgrade/re-engineer a weapon

I was told to post a bug report here. So here it is:
[Phased Tetryon High Density Beam Rifle Mk XII [CrtH]x2]
The above weapon is a lockbox weapon. Fully upgradable etc. However, there is no option to upgrade it or re-engineer it. I have tried manually adding it to an upgrade menu and other random steps to try and troubleshoot it. It would be nice if someone just replaced it in my inventory and took the broken one and destroy it. The bugs in the game seem to be running more wild than ever. I recently had a ship completely disappear after trying to "drydock" it since it was bugging out to begin with. I had to make a new ticket. A waste since it was an NX Escort Refit. Very frustrating since I can't reclaim it. It shows I did have it though especially in my Admiralty since the card is unlocked. But I digress... this bug report is about a weapon that wont upgrade when it absolutely should. I haven't been able to do anything with it since the beginning of October.
