Cannot use Bridge Officer Ground abilities from Hotbar

When you put bridge officer ground abilities on the hot bar they are greyed out and cannot be used.

    Don't put them there then!
    In all seriousness, some abilities require a target to activate yet your bridge officers do not have anything to target.
    It may also be the case that the abilities are trying to trigger off your target, which would indeed be a bug.
    I feel this might need more investigating...
