Fleet Embassy BOFF Missing Tailor Options

Short version, on my Starfleet (2409) character, I acquired one of the Purple Fleet Embassy BOFFs and I would like to outfit them in an Odyssey uniform, but it does not have most tailor options available to customize them.
Trying to determine if it's a bug, unintended configuration mistake, or disappointing intentional choice.
Of the few options available for this BOFF are the 3 standard starting Romulan Survivor options, like when starting a fresh Romulan player character. Others, like Winter Jackets, Intelligence Uniforms, Miner Outfit, and several 'global' unlocks are too, but none what I would expect to be available to a difficult to unlock & expensive standard species BOFF.
Did some digging and found a post from 2014 in General Discussion stating that the BOFFs were unable to be modified at all & you were stuck with default.

Later on in 2015 I found that they were updated to be modified in Tailor, though limited IF you were Fed or KDF. However, apparently, Romulan faction could have full uniform customization, even Starfleet uniforms.

So adjustment has happened for this particular BOFF before.

But am able to give the new Lower Decks T'Lyn hairstyle (this particular part makes me think it isn't a bug as it's new and many standard species don't have the option).
