my question is does it have pilot maneuvers? I'm thinking about a torpedo bomber and want to use the Eagle console. if it has pilot maneuvers, the torpedo cooldown is .5 seconds vs 1.5.

Rule of thumb with Specialist ships is that they have the mechanic if they have the appropriate COMMANDER specialist seating.
So for example, the Legendary Miranda has a Commander Engie/Temporal and has access to Temporal ship Mechanics. However, the NX Refit does not have a Commander Specialist seat. She has a Lt. Cmdr universal/temporal and a Lt. Tac/Pilot.
So the Legendary Miranda counts as a full Temporal Spec ship, while the NX Refit does not qualify as a specialist ship.
According to the wiki the Xindi-Reptilian escort... has a lt. cmdr engie/Temporal and a lt. universal/pilot. So like the NX Refit... does not qualify as a Specialist ship and therefore does not have Specialist mechanics.

Commander Tac/Temporal and Lt. Cmdr Universal/Pilot. She's a full Temporal ship with Temporal Ship mechanics.
The Legendary version is a full Intel ship with Intel mechanics.

i was hoping to find a warbird that had pilot and temporal seating, temporal for helping with DOTs from plasma, and the pilot abilities to enable the console from the eagle

I don't think there are any ships that have a Cmdr Pilot and Lt Cmdr temporal...the T'liss is the closest you will get unfortunately unless the devs decide to make a ship like what you're looking for one day
