Unusually low-level Mission Reward Items

From what I understand, mission rewards are supposed to scale based on player level. At level 60+, that means you should receive mark XII items, not mark VIII, as shown in the above image.

For clarification, the toon this occurred on is named No'Zama, and is level 65.

The one saving grace was that the item I received was able to be upgraded to mark XII for free. I wonder if there are any other missions where this occurs, and the reward item is not upgradeable for free...?

Yes, mission rewards will scale with your level, but that's not quite how they work.
The mission rewards scale to the level you accepted the mission, not when you completed it.
Your character must have accepted the mission when level 30-39. This is why you would receive Mk VIII gear.
Thus, not a bug.

You might be right. That's something that'd be easy to overlook. I do remember deciding to put off that mission due to feeling like I was underleveled at the time. Thanks for clarifying.
