Dual Turrets are already ingame. They are called heavy turrets.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
This^. The main difference between regular and heavy turrets is the rate of fire. Heavies do more damage per shot, but have a slower rate of fire. I think they still have a 360° firing arc.

An instant-kill weapon would be so OP that 1. everyone would be using it, 2. it would basically ruin the game, as there'd be no intrinsic difficulty anymore at ANY difficulty level, and 3. completely destroy the PvP scene (it would boil down to who could Instant Kill the other faster).
The ONLY way it would work would be to make it sort of a gambling device: 50% chance it kills your target, but 50% chance it kills YOU instead. And nobody would want to use it unless they had some means of counteracting the "instant death" (Temporal spec has something like this, where you get teleported away from where you ostensibly died, and heal up--sort of a bail-out button). It would also have to have a lengthy cooldown unaffected by any cooldown-reduction or haste mechanic (Subspace Fracture Tunneling Field, DOMINO, etc.)
horrible idea. unless it's like an instant subsystem killer like a random chance to temporarly disable one sub system of the target.... maybe that's even a little OP but i recall the Iconian viral probe doing something like that.
Now that you mention it.
Rarely play with tetryon builds and then usually beam arrays for am endeavor.

i use it on the caitain adn ferasn ships. only because they come with them originally.
Kitty carrier myself and i think the Vorgon heavy escort.
Both have been sitting idle for a while so perhaps i should update them and take when for a spin.

I use the KCB on a lot of my ships. In fact, one of them even uses it as a FRONT weapon. It's just that good. It's basically a "beam torpedo". Not much good against shields, but damn do it smack on hulls.
Flagged the post above this for obvious flaming/trolling comments.
Using the Kinetic Cutting Beam does not in itself entail the makings of a "terrible" player. If anything, it is a very viable source of additional damage that just so happens to be stopped by shields due to it being pure kinetic damage. That's what the other beams are for--chewing through shields, and then the KCB helps to obliterate that hapless ship.
Also of note, the post above this could be taken as an apparent derailing attempt.
Ahem--back onto the original topic: dual turrets. To be honest, I'd see them functioning similar to dual cannon/dual heavy cannon, but slightly lesser damage output compared to dual cannon. They'd function the same. Maybe place similar restrictions on dual turrets as are seen on omnis: one part-of-a-set/mission-reward omni, one crafted omni, and the KCB.
A turret version of the KCB would be interesting, IMO.

Why would you put a 360 weapon on the front?
In this case, it serves as a stronger weapon than the alternatives I had on hand at the time (didn't have anything of purple quality to fit into that slot).

I've yet to see or find mention of ship mounted heavy turrets.
You will find all the heavy turrets and such there, and also in your Fleet's weapons vendors.

Tetryon + antiproton
This one is controversial:

Then there is always the odd ball.. which can actually be very effective if your running a torp/energy build and buffing kinetic dmg with traits like Ceaseless Momentum. On the right build its better then a turret.
