Quality of Life Request: Flagship Distress Frequency Transponder change

As I've collected the main distress frequency transponders (Nimbus Pirate, Delta Flight, Hur'q, Type 14 Shuttle), I've learned that by merely having them in my inventory was enough to be able to use them, but the Flagship Distress Frequency Transponder is the only one that I cannot use just by having it in my inventory; I have to have it manually slotted into the Devices field.
I would like for the ability to use the Flagship Distress Frequency Transponder just by merely having it in my inventory, like the other distress frequency transponders.

I suspect that it would not work in inventory since it is more or less a passive modification to the other transponders if I interpret the description correctly. Usually something like that has to be slotted somewhere since it is 'always on' and responds to something else triggering.

The "Flagship Distress Frequency Transponder" isn't like the other transponders though as it doesn't function on its' own. It modifies your Fleet Support skill. It could have been released as a Ship Trait with that functionality, but I'm glad it was just a Device.
