Why is the Fleet Shipyard trying to charge 4 fleet modules when I have the C-store version?

The Gorn Varanus Support Ship is the one I'm talking about. How long has this been broken? And what other T-5(or 6) fleet ships are effected? (Flaming comments moderated out. - BMR)
