If you're looking to get the ships into STO, then that would be through a dedicated lock box. Reps come with a wide range of other gear and traits, which could also be delivered through a lock box.
I don't think STO's looking at new reps any time soon either. The problem is that the system was expanded so much with T6 per grinding requirements, the amount of work needed to complete the system equaled overnight *years* of added rep expansions. And the questions' going to be what's the maximum size of system that every new character can be faced with without overwhelming or overburdening per the needs of that system. The key phrase here is diminishing returns. The system already provides months of engagement. Adding a little more isn't going to change any core dynamics.
Would it be cool? Sure, but I'd rather comparable effort be put into under-developed systems like expanding existing fleet stores or revamping social hub NPC vendors.
