First off: I'm a fan of strong privacy settings and glad STO goes basically all into them. BUT!:
They need some tweaking. Some; probably even a lot; of people seem to not even aware how secure they are. I just got another mail from a fellow player that is a rather low key week end warrior type that want to join my fleet. I think "cool, fits" wrote back and of course got the fist of privacy in my face. Sadly thats not uncommon. A lot of players seem to be set totally walled up by default without recognizing it; trying rather shyly to interact later down their playtime but "get rudely ignored" not beeing aware of their own settings.
Sometimes in can be worked out, when they find the friendlist invite and accept that. In these cases they are mostly surprised themselves and glad it worked out. But more often than not its rather frustrating.
Is there nothing that could be done?
An option that if a walled up player messages or in-game mails another player either gets an immediate information that they cannot send that themselfes since the other cannot answer?
Or have a 1 week for mail and 1 hour for chat window in which they get semi-friendlistet (on a running out timer) with the other individual (+ maybe still an system mail message on top informing them of their own privacy status)?
IIRC, privacy settings are not enabled when a new account is created. The player must set them up to block individually, and it is the same with the Chatbox. It is highly like your response was not delivered due to a full mail box.

If I need one of my additional characters to join any other fleet, I use the following workaround:
I change these settings which I use always
to these settings just to receive a reply from a fleet representative and get a fleet invitation
The matter is that the first type of the settings which I always use prevents me from receiving a fleet invitation or even an invitation from my fleetmates to join their team.
And sorry for the quality of the images attached My phone is old enough and I can't make screenshots due to some technical reasons.

Its not just mailbox though.
I've had a few people in the past who have actually PM'd me about joining my fleet, and when I try to respond... silence.
I'm probably an oddball as a fleet leader. I kinda want to get to know people who wanna join my fleet, and have the ability to let them know we're super casual and... kinda sorta semi inactive most of the time.
But sometimes when I get some random PM from someone asking to join the fleet and can't respond whatsoever... it is a bit annoying. Don't know if being rude or something else going on.
They should make it such that players who can't receive a 'tell', also cannot send them to random people.
That would quickly remind players that they have disabled incoming tells.
Besides, the point of a conversation is sending and receiving, not just sending. That's something for marketeers. Or politicians, on social media platforms...
No, I do not think they are intentionally rude. They are much rather players that started STO some time ago, set privacy up in a beginning part of the game where they where flooded with all kind of new information and input to learn and totally forgot about it months/years later when they feel ready to open up and join a fleet.
IMO there needs to be something that reminds them; at the very least at the moment they interact via personal tells and messages with others.

I don't think they are either. However the possibility always exists. Honestly at this point I rarely accept randoms anymore because 9 times out of 10 anyone who asks never responds when I reply.

This, there's no good reason why a one way conversation option should exist. It also covers the need to notify players trying to engage with others that their privacy settings don't allow it.

And that is totally ok. But the moment you privatly engange with someone outside that bubble by yourself that someone should be able to react to you.
That is why i dont contact anyone not inside the bubble . If your not in the bubble then you will need to be added to the bubble at my discression .
